I. CALL TO ORDER
Chair Andy Stallman called the meeting to order at 8:30 a.m. via Zoom.

Commissioner Friend Sandy congratulated Chair Stallman on the annual report he gave during the City Council
meeting on November 17, 2020.
III. APPROVAL OF MINUTES
Public Arts Commission regular meeting of October 19, 2020
Commissioner Smith/Friend m/s to approve the minutes of October 19, 2020. Voice Vote: all AYES. Motion
passed.

Staff Liaison Aaron Anderson explained they had received one response to the RFQ.
VI. PROJECT UPDATES
Power of Art: voiceover Jensen
Councilor Jensen explained the voiceover was on hold due to the current pandemic restrictions. In the interim, he
would forward initial costs to Mr. Anderson. There was still an interest in having using a female artist for the voiceover,
Chair Stallman asked how the recording would be edited into the PowerPoint presentation. Councilor Jensen explained
they would use individual sound bites for the presentation. He thought the Commission could undertake some of that
work themselves. Commissioner Friend suggested Chair Stallman and Tom Fuhrmark edit the sound clips. She
thought that portion of the project should be completed by commissioner members.

Mr. Anderson addressed how the artist selection for the MAP project would be handled. The meeting would be noticed
and conducted via Zoom. He would start the meeting then hand off the controls to the Sub Committee. Chair Stallman
added one of the reasons the MAP Sub Committee had not met sooner was due to City resources being available for
the meetings.
Councilor Jenson would follow up with the sound people for the voiceover regarding the delay.
MAP Phase 1: Masterworks Stallman
Chair Stallman did not have anything new to report on the project. He asked for a volunteer to replace him as Chair of
the MAP project. Commissioner ???? would consider it.
MAP Phase 2: RFQ Release Friend
Commissioner Friend explained they sent RFQs to over contacts using Sendinblue. The deadline was December 7,
2020. The Commission reviewed the schedule. They discussed the finalist selection process and scoring rubric. The
Commission discussed noticing procedures for the selection panel. The notice would go out December 30, 2020 and
be published in the newspaper January 4, 2021. The deadline to apply was January 13, 2021.
Expanding Awareness of Public Art Longshore
Commissioner Longshore met with Peter Finkle and reviewed three ideas they thought would expand the awareness
of public art. Chair Stallman and Commissioner Smith volunteered to give presentations.
VII. OTHER BUSINESS
Report to City Council
Racial Equity Resolution / Black Lives Matter Display Newspaper Article
Chair Stallman noted the newspaper article was incorrect. The Public Arts Commission was not actively working on a
Black Lives Matter project. However, the Public Arts Commission was ready to work with the stakeholders should they
contact them.
Sculpture Donation
Chair Stallman addressed a proposed donation of a statue to the City. Unfortunately, the proposed sculpture was not
an original and therefore not eligible for inclusion in the C
