PUBLIC ARTS COMMISSION REGULAR MEETING October 18, 2019 MINUTES - Draft I. CALL TO ORDER: Chair Sandra Friend called the meeting to order at 8:30 a.m. in the Siskiyou Room, 51 Winburn Way. APPROVAL OF MINUTES Public Arts Commission regular meeting of September 20, 2019 Commissioner Stallman/Newman m/s to approve the minutes of September 20, 2019. Voice Vote: all AYES. Motion passed. III. PUBLIC FORUM - None IV. LIAISON REPORTS Council Liaison - Councilor Jensen Staff Liaison - Staff Liaison Anderson Mr. Anderson had menus available for lunch orders during the strategic planning meeting November 15, 2019. Parks Liaison - Parks Liaison Heller - None V. NEW PROJECTS PROPOSAL Hub Sculpture (continued) o Review RFQ draft (Smith) The Commission reviewed and made changes to the draft. They discussed the expected price point for the proposed sculpture and total project cost. They discussed the timing of MAP and the design process for the HUB sculpture. Commissioner Fuhrmark offered to take notes and re-work the opening segment. Chair Friend proposed an off-site meeting. Commissioner Stallman thought it should happen during strategic planning in November. The RFQ will be issued January 6, 2020. The Application would be due February 28, 2020. There would be a special work session to select three finalists tentatively March 5, 2020. Ashland Public Arts Commission October 18, 2019 Page 1 of 2 A selection panel would choose the final artist. VI. PROJECT UPDATES MAP contract update o Masterworks returned the contract with comments and amendments. o The contract was currently in the Legal Department for review. VII. PAC WORKPLAN draft of plan to create a framework for disseminating public art information (Stallman) Item was postponed to the next Commission meeting. VIII. ADJOURNMENT The meeting adjourned at 10:32 a.m. Calendar next meeting November 15, 2019 followed by strategic planning until 3pm Ashland Public Arts Commission October 18, 2019 Page 2 of 2 Call for Artists Request for Qualification (RFQ) for a Site-Specific Public Art Installation The Project The City of AshlandPublic Arts Commission seeks to commission an artist/artist team to create a contemporary, free-standing site-specific sculpture that will serve as an historic district focal point, anchoring five historic plaques that identify and commemorate the Ashland, Oregon railroad district. The application deadline is 5:00 p.m. Pacific time, February 28, 2020. Eligibility Thiscompetition is open to established professional artists/artist teams living in Oregon, Washington, Nevada, Idaho and California. All professional artists with reviewable portfolios are eligible to apply. Applicants who wish to be considered for this project must have experience working within the public process in public settings as well as the proven ability to fabricate their own work or to work with fabricators and installers. The artwork for this project must be original, demonstrate artistic excellence, and be designed with consideration to public safety and security. Artists will be required to provide evidence of appropriate liability, property damage, and workers compensation insurance while working on the site. Project Intent The artist/artist team chosen as a result of this RFQ process, will work with the Public Arts Commission and City staff to design, fabricate, transport, and install permanent site-specific artwork for this outdoor installation within the established budget and project timeline. This site-specific artwork should: be visually stimulating and responsive to the site in terms of scale, material, and form, reflect the historic significance of the Ashland Railroad District, be vandal resistant and require minimal conservation and maintenance, and enable universal pedestrian access. Project Process Phase I: Selection of Artist/Artist Team The Public Arts Commission will review all complete applications utilizing the Artist Selection Criteria described below to select three (3) Finalists to each create asite-specific conceptual design for a free- standing sculpture that will respond specifically to the Project Intent and complement the proposed historic plaques commemorating the Ashland Railroad District. Each Finalist will be awarded $1,500 to develop their conceptual designs which shall include digital renderings in sufficient detail to communicate the concept plus materials and color specifications and a brief narrative describing the intent of the conceptual design. An informational conference call will be scheduled with each selected Finalist. pg. 1 of 3 Artist Selection Criteria Professional qualifications Proven artistic merit and excellence of prior relevant work Placemaking experience with original artistic vision Experience fabricating/contracting with fabricator and installing permanent artwork suitable for the outdoor environment Experience working in a collaborative processin a public setting Proven project management experience Proven ability to work within the contract and communicate in a timely, consistent manner. References provided as part of this application will be contacted. Phase II: Contract for conceptual designs \[Preliminary Design Contract\] An independent Selection Panel will review the applications and conceptual designs of all three Finalists and recommend one (1) artist \[Selected Artist\] for a commission to design and fabricate/have fabricated the sculpture. The recommendation will be finalized by the City Council. Phase III: Commission of Artwork The Selected Artist will be awarded $25,000 to design, deliver and install a free-standing sculpture based on the design approved by the City Council. The award must cover all costs for all remaining elements of the project: design and fabrication documents, engineering, fabrication, insurance, shipping, installation and an allowance for one revision. A letter outlining your interest and qualifications for this project. The letter must include business address, business phone, and email address. (1-page maximum) Artist Statement. A written description of your body of work. (1-page maximum) Professional Resume. A current resume with emphasis on public art projects completed during the past 5-10 years. If submitting as a team, include project resumes of team members, highlighting projects in which you collaborated as a team. pg. 2 of 3 Professional References. A list of three (3) references of individuals with whom you have worked on public art projects with contact information (name, title, organization, email address and phone), the name and location of the project and a brief description of the reference’s involvement with the project. Images. A maximum of ten (10) digital images in JPEG format of original relevant completed artwork. Include an annotated image list with a description of each image (media, size, title, location, date of completion and budget). All applications must be submitted electronically in digital format as a single PDF attachment to an email. Applicants are encouraged to apply early to reduce risk of technical difficulties The deadline for online submittal is Feb. 28, 2020. Incomplete, late, hand-delivered, or mailed submissions will not be accepted. The Public Arts Commission/City of Ashland is under no obligation to award a commission for artwork based on responses to this RFQ or to conceptual design proposals submitted by the Selected Artist. This RFQ may be revised by Addenda which will be posted on the City of Ashland website.
