Minutes of the September meeting were approved.
Brava! Opera
The commission endorsed Brava! Opera request to hang a banner on Main Street.
Mural Guidelines:
Garrinton provided an overview of the Council review of the draft Mural Guidelines and noted
the concerns and questions identified by the Council. The commission approved the following
changes/additions:

Murals shall not be considered for installation on building facades with a public entrance
in historic districts.
Murals may be considered for installation on building facades with a public entrance
outside historic districts.

a. A color drawing scaled to ½ inch that adequately illustrates the proposed mural
including actual color, finishes and materials samples with their locations
designated on the mural drawing,

NOTE: If the mural is proposed for installation on the exterior of structures listed on the
National Register of Historic Places or to a contributing property within a Historic
District on the National Register of Historic Places the proposal will be forwarded to the
Historic Commission for review. See Murals on Historic Buildings above.

In order to facilitate timely PAC reviews throughout the mural prep and painting process,
the applicant must provide staff a schedule of dates for completion of each mural stage
addressed below.
Property Owner Agreement
This agreement is in effect for at least five years. After the five year minimum, the agreement
may be terminated by either party upon 30 days written notice.
Theater Corridor Submission Review
Background: The deadline for responses to the Theater Corridor RFQ was October 3. Seltzer
provided the PAC access via Dropbox to the 28 responses. Friend provided each commissioner
with the score sheet with evaluation criteria and asked each commissioner to review each
submission, complete the score sheet and return to Seltzer by October 13. Seltzer compiled the
scores into a single documents with compiled scores for each submission.
This document was reviewed at the meeting. After careful review of each submission and related
scores, the PAC agreed to eliminate 13 submission from future review, leaving 15 submissions
for the second round review.
PAC members were provided a different score sheet with different criteria and instructed to
complete the scoring for review by the PAC at the special meeting on Monday October 24.
