HomeMy WebLinkAbout2015-11-13 Public Arts MIN Minutes Public Art Commission Regular Meeting November 13, 2015 Attendance Commissioners: Garrington, Clark, Merchant, Bussell, Newman, Friend, Lemhouse (council liaison) Seltzer (staff), Absent: None Guests Barry Thalden, Eric Warren, Steve Morgan Citizen Issues Barry Thalden announced that he and his wife have purchased a sign making machine for SOU. Part of the condition of purchase is that the Public Art Commission be allowed to use the machine. He suggests new signs with a QR code directing people to access the online public art map and tour. Garrington suggested that the offer extend to the Historic Commission as they have signs they want to create. Garrington asked if Barry could make arrangements to accompany her to SOU and introduce her to the person responsible for making the signs. Thalden agreed. Update from Councilor Lemhouse Lemhouse gave an overview to the group on the process for study sessions. The first 15 minutes are for members of the public that want to speak either on an agenda item or a non- agenda item. During the next 15 minutes the Council reviews the upcoming schedule of meetings and agenda items, the “Look Ahead”. He suggested the PAC sit at the dais with the council which makes it easier for the council and the commission to converse. He suggested walking/talking the Council through the process used by the PAC and how it arrived at “Gather”. He suggested maybe developing an FAQ about the process. Council doesn’t take a formal vote at a study session but can direct staff to do work if the request is approved by the majority of the Council. Entry Signs Eric Warren from Rogue Design reviewed the consensus about the sign design provided by the PAC at the August meeting: signs should be artistic, sculptural, contemporary and possibly a “craftsman style” and does not need to say “welcome”. Warren presented four primary design options for the entry signs and proposed a new location for the entry sign on Ashland Street/Exit 14. Two of the options show the word Ashland “floating” above the sign base and with letter in both color and anodized steel and in both upper and lower case letters. One options had “Ashland” in a script directly on the signs and the fourth had “Ashland” directly on the base with basalt rock at the base of the sign. 1 The sign dimensions are approximately 6.5’ tall x 10’ wide. The sign base for all four options is rusted steel which gives texture to the signs. The PAC members each offered their opinions and choices and eventually narrowed the options to two: “Ashland” floating” above sign base with both color and steel options and upper and lower case options. Warren electronically manipulated the designs to show the PAC different color options. He will develop two revised concepts for PAC review based on input received today. The revised concepts will be presented at the PAC December 11 meeting and two “final” concepts will be develop for approval at the January PAC meeting. The final recommendation will go to Council in February for approval. Approval of Minutes Minutes from the September meeting were approved. Review of Calendar The PAC noted changes and additions to the upcoming calendar. Seltzer will make the edits. Mayor’s Art Exhibit Garrington explained the Mayor’s Art Exhibit project. The project will have oversight by SOU. Generally the PAC is supportive of the project but noted that it is not a commissioning or installation of public art so the PAC would not be involved other than to offer support and encouragement as it would do for any other community art project. PAC confirmed that SOU is not asking for funds and agreed to send a letter of support for the project. The next meeting is Friday December 11 at 8:00 am. Meeting adjourned at 10:30 a.m. 2
