HomeMy WebLinkAbout2014-09-05 Public Arts MIN Minutes Public Art Commission Special Meeting September 5, 2014 Attendance Commissioners: Bussell, Friend, Garrington, Clark, Hepford, Seltzer (staff), Absent: None Call to Order The meeting was called to order at 8:30 a.m. Review of Submissions The PAC reviewed two submissions for the North Mountain Park utility boxes and three submissions for the boxes adjacent to and near A Street. The group discussed the importance of artistic excellence and noted that once the boxes are painted they become a part of the public art collection. They agreed that all three submissions for the A Street boxes met the basic criteria stated in the RFP. Motion: Forward the two submissions for the A Street/Pioneer boxes to the selection panel and the one submission for A Street/Oak box to the selection panel and inform the panel they can say no to any of the submissions or request one of the artists paint a box for which they did not submit a design. Friend/Hepford Motion passes. Motion: Do not move either North Mountain Park submission to the selection panel and issue a new RFP/Call for Artists in the future. Friend/Bussell Discussion: Individual members commented that while one of the submissions incorporated a broad concept of sustainability into the design, the concept “did not translate well” to the proposed boxes. In addition, members commented that while the artists’ previous work indicated artistic skill, the submitted design does not meet the PAC desire for artistic excellence. Members commented that the second design was creative and illustrated artistic competency and skill, the design was limited to a single sustainability component of recycling. The group felt that sustainability was much more encompassing that just recycling. Motion passes. Seltzer will draft a letter for Garrington notifying the artists that their designs were not forwarded to the selection panel. General Discussion Clark noted that painted utility boxes in Boise seemed to be of higher quality art. Others commented that the utility box program in Ashland may need to be revised to attract more submissions with higher artistic quality. Clark will research Boise’s program. Meeting adjourned at 9:45.
