HomeMy WebLinkAbout2014-07-18 Public Arts MIN Minutes Public Art Commission July 18, 2014 Attendance Commissioners: Bussell, Friend, Garrington, Hepford, Clark, Seltzer (staff), Call to Order The meeting was called to order at 8:30 a.m. Guests Linda Chesney and Libby VanWhye from North Mountain Park Minutes: Minutes of the May and June meetings were approved with corrections. Request for utility box painting at North Mountain Park and on A Street and Pioneer Street Chesney and VanWhye presented their request and concept for painting three utility boxes at North Mountain Park. The commission felt the proposal included too much detail as to what the final boxes should look like and supported the idea that the final boxes should represent sustainability such as recycling and water conservation. The commission also reviewed the proposed timeline and made some changes. The commission reviewed the draft Call for Entries and indicated changes. Motion to approve the request from North Mountain Park and A Street and Pioneer Street utility painting with amendments; all approved. Seltzer will make indicated edits to the Call for Entries and post on the City’s webpage. Update on Four Finalists All finalists have been notified and have responded. Beeman is the only artist at this point who has indicated his travel plans. He will spend a full day in Ashland on either August 12, 13, or 14. Garrington will meet him at the airport, take him to the site, upstairs at the Library, around town and return him to the airport that evening. Friend requested to be “assigned” as the PAC representative for Susan Zocalla, Bussell requested to be assigned to John Burke or Robert Stoller-White. Seltzer will keep the PAC informed as the other artists indicate their travel plans. Gateway Public Input Phase 1 First Friday: Garrington gave an update on her presence on the Plaza for First Friday in July which actually occurred on the second Friday. Hepford will do First Friday in August. Garrington provided the display board, clip boards, handouts etc. Library Display: Amy Blossom at the Ashland Library has agreed to provide space near the front entrance for the display board and question handouts from August through the middle of September. Hepford will return the display board to Seltzer after August first Friday and Seltzer will take it to the Library. Update: Seltzer reported that responses to the questions are coming in: both online responses, email and hard copies that have been dropped off at City Hall. Assistance from partners: Friend will contact the Art Center about “getting the word” about the public input questions. Garrington will contact the Ashland Gallery Association and Seltzer will contact the Chamber of Commerce. AEFB Mural Hepford indicated a few areas in the mural that need to be improved. This generated discussion on the “review process” referred to in the mural packet and the need to include in the packet the expectations of the PAC for final review. The PAC agreed that final approval of a mural will be based on adherence to the original approved design. Deviation from the design will result in the PAC requiring the artist to make changes prior to final approval. Specifically, the PAC will ask the AEFB artist to make changes to the dandelion and the butterfly to reflect the original design and point our concerns re: the hat on the man in the water, the mountain, and the shoulder of the woman. Motion: Move to approve the AEFB mural as completed with changes discussed. All approved. On Site review The PAC met at the AEFB mural site for approval and final certification.
