Call to Order
The meeting was called to order at 8:20 a.m.
Approval of Minutes
October meeting minutes were approved as presented.
Citizen Issues/Proposals
None.
Update on posting RFP for Calle
Bussell reported she has received a few inquiries from artists asking about the RFP. She also
noted she could send the RFP to galleries, specifically galleries in Ketchum Idaho but asked
the group about galleries collecting a percentage from an artist who may be chosen as the
finalist and shows their work in the gallery. IN other words, if the artist found out about the
RFP through a gallery is he required to give a percentage of the award to the gallery. The
PAC feels this is an issue between the artist and the gallery and not an issue the PAC need be
concerned about.
The PAC agrees that sending the RFP to galleries should occur.
Update on posting RFQ for the Gateway
The discussion clarified that the RFQ for the Gateway should be posted and distributed in
December. The members also discussed adding a statement to the RFQ indicating the PAC is
not obligated to select a finalist from the submitted RFQ. While some thought this statement
was not necessary, all agreed it is not detrimental to the RFQ.
Action
Seltzer will add the statement.
Members will continue to send possible contacts to Bussell for the contact list.
Seltzer will send the revised announcement (approved by members in October) and send the
RFQ link to the city webpage prior to the December meeting.
Update on Grants
Hepford and Clark are developing a template to be used for grant applications for the
Gateway project. ArtPlace, a national art granting organization requires “letters of inquiry”
about possible art projects. This is a preliminary step prior to the actual grant process. The
deadline for the letter of inquiry is December 13.
Hepford read the draft letter she and Clark developed and sought input from the PAC. There
was general discussion about some of the language while recognizing it is difficult to edit and
write by committee. Hepford was asked to stress that the PAC is a group of citizen
volunteers appointed by the Mayor and Council and that the project has the full support of the
local government body.
Generally, the letter is focusing on the need for funds for extensive public input on the final
selection of the Gateway artist and concept.
Action:
Hepford will send the PAC members the final letter prior to December 13. Seltzer cautioned
the group that they cannot deliberate by email but can respond directly to Hepford with
suggested changes.

Discussion meeting date and time
Based on input from individual members, the new meeting start time is 8:30 am rather than
8:15 am. Meetings will continue to occur on the third Friday of each month.
