HomeMy WebLinkAbout2012-08-17 Public Arts MIN Minutes Public Art Commission August 17, 2012 Attendance Commissioners: Bussell, Garrington, Pugh, Davis, Capovilla, Seltzer (staff), Lemhouse (Council Liaison) Absent Friend Call to Order The meeting was called to order at 8:1 5 a.m. Approval of Minutes Minutes of the June 8 and June 15 meeting were approved M/S Bussell/Pugh. Forward Fire Station No., 2 submissions to the Selection Panel The PAC voted to forward to the Selection Panel the submissions received from the following artists: C.J. Rench, Janet Higgins, Jennifer Corrio, Mark Stevenson, Nicky Falkenhayn, Rhonda Weppler, Stuart Nakamura. Approval of participants on the Selection Panel for Fire Station No. 2 The PAC voted to enlist four art professionals/enthusiasts, 1 city official and 2 neighbors to serve on the Selection Panel. The Selection Panel will meet in the Siskiyou Room on Tuesday, August 28 at 4:00 p.m. Chair Carol Davis will contact and enlist four of the following art professionals/enthusiasts to participate on the panel: Josene Ianco-Starrels, Greer Markel, Jaimie Hutchinson, Cody Bustamante, Ken Silverman, Heidi Grossman, Craig Hudson. Seltzer will send a letter to neighbors of Fire Station No. and invite Public Works Superintendent Mike Morrison to be on the panel. Approval of discussion questions for Selection Panel participants for Fire Station No. 2 The PAC approved the following questions M/S Bussell/Garrington: 1) Does the piece enhance the station with a distinctive aesthetic look? 2) Is the piece highly visible and welcoming to pedestrians, cyclists and vehicles travelling on Ashland Street? 3) Does the piece create a signature presence for the building? 4) Does the piece provide a recognizable identify for the building and the neighborhood? In addition, the PAC asked Chair Davis to facilitate the discussion with the Selection Panel and all PAC members are invited to attend. Seltzer will create a criteria score sheet using the above questions and a yes/no grading system. Approval of Selection Panel participants for Calle Guanajuato Utility boxes. The PAC approved 3 art professionals/enthusiasts, Rachel Dials of the Parks Department and one neighbor to participate on the Selection Panel for utility boxes on Calle Guanajuato. The panel will meet in the Siskiyou Room on Thursday, August 23 at 4:00 p.m. The following names will be contacted. M/S Bussell/Garrington Louanne Davis (Pugh will contact) Rebecca Gabriel (Garrington will contact) Richard Neuman (Bussell will contact) Seltzer will contact Dials and the owner of Louies Bar and Grill. Next Steps Calle Arrange for utility box prep with Mike Myers paint. (Bussell) After artist(s) is notified, prepare contract and meet with staff re: paint distribution and stipend. (Seltzer) Approval of application for Jackson County Cultural Coalition The PAC approved the draft application written by Bussell and voted to move submit it to the JCCC and request $2,000. M/S Garrington/Davis. Discussion of possible edits to AMC 2.1 The PAC asked staff to draft a letter to the City Attorney and City Recorder explaining the challenges with the existing quorum requirement and request changes to the ordinance to allow a quorum of the sitting members rather than a quorum of the potential full membership. Plaza Design Councilor Lemhouse asked the PAC whether they felt the City should move forward with the changes to the plaza. PAC agreed the changes needed to happen. Lemhouse also explained that available funds for the Plaza can only be used for tourism related projects and economic development and cannot be used for other city services. He explained the Plaza improvements meet requirements as defined in State law.
