October 21, 2011

Call to Order
The meeting was called to order at 8:15 a.m.
Approval of Minutes
Minutes were approved with corrections.
Garrington introduced guest Leigh Hood who is considering asking to be appointed to the
Public Art Commission.
Enders Alley Mural
Nicole Shulters presented the paint samples for her proposed mural on Enders Alley.
Generally the commission feels the design of an urban landscape is not appropriate for
Ashland and asked her to tone consider modifying the image to be more reflective of an
“Ashland, small town” urban design. Davis encouraged Nicole to connect with muralist
Robert Beckman for some guidance. PAC has delayed approval of the mural until Nicole
returns to the November meeting with a revised design.
Fire Station No. 2
Fire Chief John Karns provided an overview of the design for Fire Station No. 2. The
commission reviewed the plans and identified areas that might be appropriate for public art.
The one half of one percent for public art for this project equates to $15,000.
Davis passed around images of public art on Fire Stations located in other communities and
noted some incorporate a fire theme into the art and other don’t . Ideas for public art
included etched glass, enhancement of the proposed pergola, bollards, bike racks, proposed
public Plaza etc.
There was some discussion about spending the entire amount of $15,000 on art for Fire
Station No. or to allocate a portion of the funds for the Gateway Project. The commission
unanimously agreed to use to the entire amount for public art at the station.
Gateway Project
The commission reviewed the revised RFQ which reflects edits from the City Attorney and
commissioners Garrington and Friend.
Seltzer has asked the Regional Arts Commission of Portland for sample contracts: one for the
finalist selected to develop proposals and one for the artist selected for the final piece.
Ideally the commission would like to issue a Call for Artists and post the RFP and sample
contracts by November. Seltzer will ask the City Attorney to review the sample contract
prior to posting and Garrington will gather all the components of the Call to Artists including
the site plan, photos of the area and the final approved RFQ and send to Seltzer for posting.
Parks Commission
Bussell submitted PAC preferred wording for the Hardesty memorial to the sub-committee of
the Parks Commission. The full commission will make a final decision at their meeting on
Monday, October 31. Friend suggested back-up language is “honoring Jack Hardesty” if the
Park commission does not like the use of “In memory…”
JCCC Grant
Bussell and Seltzer met with a representative of the Jackson County Cultural Trust about the
PAC application for funds for the new pedestal to be located in the Calle. The Trust will
make the award allocations in November.
Pugh will incorporate the JCCC award information into the article she is drafting for the
Ashland Gallery Guide.
Other
Seltzer asked the PAC to consider the request of Ashland resident Tom Foster to repair and
relocate the Lincoln statue. The PAC will discuss this item at their November meeting.
