NOTICE OF MEASURE ELECTION
CITY OF ASHLAND
JACKSON COUNTY, OREGON
NOTICE IS GIVEN that on Tuesday, May 21, 1996, an election will
be held in the City of Ashland, Jackson County, Oregon. The
following shall be the ballot title for the measure submitted to
the electors:
CAPTION:
THREE-YEAR SWIMMING POOL AND RECREATION FACILITY
MAINTENANCE SERIAL LEVY.
QUESTION:
Shall Ashland levy 9¢ per thousand dollars
assessed value to operate swimming pool programs
and maintain recreation facilities beginning 1996-
19977
EXPLANATION:
This measure authorizes a maximum levy of nine
cents (9¢) per thousand dollars of true cash value
of taxable property to permit swimming pool
program fees to be at a reasonable price and to
provide maintenance of recreation facilities. It
is estimated that a levy of 9¢ per thousand
dollars of assessed value would provide $102,600
in 1996-97, $106,650 in 1997-98, and $110,970 in
1998-99. The tax levy is subject to the other
governmental limits of Section 11b, Article XI, of
the Oregon Constitution.

This levy is a continuation of the Recreational Serial Levy Which was
first approved by voters in 1984. Since 1984, Ashland's voters have
renewed the levy each time it has been placed on the ballot. The levy,
which authorizes a maximum of 9 cents per thousand dollars of true cash
value of taxable property, enables the Ash'land Parks and Recreation
Department to offer aquatic programs such as swimming lessons and
recreational swimming at the Daniel Meyer Memorial Pool at a reasonable
fee. This serial levy also provides monies for the maintenance of community
recreational facilities which have been developed jointly with other
public agencies. These jointly developed recreational facilities reduce
· costs by avoiding duplication, maximizing use by the community, and
providing greater efficiency in community organization. and involvement.
