An election will be held within Jackson County, Oregon on May 21, 1996 from 7 a.m. to 8 p.m.
PLEASE NOTE
Electors registered as Democrats may only vote for Democratic candidates, nonpartisan candidates and
measures; electors registered as Republicans may only vote for Republican candidates, nonpartisan
candidates and measures; and electors registered as Not Affiliated or Other Party may only vote for
nonpartisan candidates and measures. The names of the candidates appear in a random ordering of the
letters of the alphabet. This sample ballot contains the candidates for the Second Congressional District,
State Senatorial Districts 23 and 25 and State Representative Districts 46, 50, 51 and 52. The term of office
for Senatorial District 26 does not expire until 1998. The sample ballot also contains various district
measures which are not county-wide. Only the applicable issues for voters in your precinct will appear on the
ballot at your polling place. Please read and study this sample ballot prior to election day to help you vote at
the polls. The ballot is long and you will help speed voting by VOTING EARLY on election day and knowing
how you are going to vote.

SUMMARY: This measure would amend the Oregon Constitution. The constitution
now guarantees the right to obtain a jury trial only when the value in controversy in an
action at law exceeds $200. The measure would increase that amount to $750. The
constitution then would guarantee the right to obtain a jury trial only when the value in
controversy exceeds $750.

SUMMARY: Measure would amend Oregon Constitution, The constitution does not now
require collection of signatures for state initiative petitions from each congressional district,
Measure requires collection in each congressional district of at least the total number of
necessary signatures divided by the number of districts, Because Oregon currently has five
congressional districts, at least 1/5 of necessary signatures would be needed from each
congressional district. Measure applies to initiative petitions submitted to voters after Novem-
ber 1996 election. Measure would not change total number of signatures required.
ESTIMATE OF FINANCIAL IMPACT: Passage of this measure would result in a direct state
government expenditure increase of $110,600 per year and a direct local government

QUESTION: Shall Jackson County update its tax base to NO
$15,700,000 combining library and criminal justice levies and the
existing tax base?
SUMMARY: The voters have not approved an increase in Jackson County's tax base
since 1916. In recent decades, the County relied on revenue generated from federal
timber sales to pay about half of its general fund expenses, Timber harvests are
dropping. Because of decreased revenue and increased costs of doing business, the
County general fund can no longer provide basic services, The County proposes an
updated tax base of $15,700,000 ($1,8756 per thousand assessed value). The
County will use the money to restore and continuE' basic services including law
enforcement, public health, human services, libraries, and clean and safe parks, The
amount levied replaces the existing tax base ($1,546,049.31), library serial levy
($4,100,000) and criminal justice levy ($3,857,000). The net increase in tax would be
approximately 74 cents per thousand assessed value, The tax base is subject to the
limits of section 11 b, Article XI, Oregon Constitution,
