Chair Markell called meeting to order at 8:15 a.m.

Round the room introductions and welcome to new commissioner Tomi Douglas.
Markell summarized the plans for focus groups based on input from Adrienne Graham. The group
reviewed and commented on the proposed questions for the focus groups. The group felt that
questions 1, 2, and 3 were well worded and discussion centered on question #4 regarding funding.
There was concern over the definition of “public funding” and what that means. Does it mean
property taxes? Funds from fees and services? Transient occupancy tax other? Wilkerson felt it was
important that the focus group understand the term public funding. Longshore suggested the question
be rewritten as:
Survey and public meeting results showed very strong support for public art in Ashland, however
many were hesitant to pay for public art through taxation i.e. increase in property tax. There are other
public funding sources available such as SDCs on development, a portion of the transient occupancy
tax, a percent for art dedicated on capital projects. If there is no annual commitment of public dollars
from the City’s annual budget, there can be no public art. Knowing that, would you recommend
public funding for public art? Why or why not?
The group agreed to hold the two focus groups on Thursday May 24 and Thursday May 31, one as a
breakfast meeting 7:30 9:00 and one as a lunch meeting 11:30 1:00 to be held in the Siskiyou
Room, food to be provided by PAC. Seltzer will contact Graham to confirm dates.
PAC will send Seltzer list of names, addresses and phone numbers of potential focus group
participants. Sub committee meeting will be held at Longshore’s house on Thursday April 25 at 4:00
to review the list and determine how they will be invited.
Bussell asked if the group should start discussing the application for the Jackson County Cultural
Trust. There was some discussion about requesting funds for painting electric utility boxes, but
agreement that they must continue to focus on completing the master plan.
The group thanked Mark Luebbers for his work compiling and mapping current locations in Ashland
that have public art including the bridge in Lithia Park, architectural elements on buildings etc and his
mapping of potential locations for public art in Ashland. Luebbers was a student at SOU when he
began the project. He has graduated and will be moving from the area.
