Description of Items in Change Order
RFP-22 Single-Speed Motor for Exhaust Fan EF-R1. By letter of December 23, 1998, the
Engineer noted that the supply and exhaust fans for the lower level in the RASANAS Pump
Station needed only single-speed motors, not dual speed. The exhaust fan, EF-R1, needed to
be changed to a single-speed motor. The Contractor submitted a proposed credit of ($399.00)
in a March 16, 1999 letter. After review, the Engineer informed the Contractor by letter of
March 17, 1999 that this credit would be included in a forthcoming change order.
RFP-23 Additional Embankment Fill at RAS/VVAS Pump Station. Following discussions with
the City, the Engineer informed the Contractor by letter of December 29, 1998 that additional
embankment fill was needed west and northwest of the RAS/VVAS Pump Station, to permit
access around the building when complete, and to allow construction of electrical duct banks
and manholes in a non-flooding area in that corner of the site. A revised grading plan was sent
the Contractor. The Contractor submitted proposed costs of $10,916.00 in a letter dated
January 22, 1999; the Engineer queried some of the costs, which were discussed in a February
25 meeting. In a letter received March 16, the Contractor submitted revised costs of
$10,468.00. After review, the Engineer informed the Contractor by letter of March 16, 1999 that
this amount would be included in a forthcoming change order.
RFP-30 Delete Headworks Stop Plates. Due to conflicts in installation of new stop plates and
slide gates in the bar screen channel area of the Headworks, the Engineer informed the
Contractor by letter dated January 11, 1999 that the stop plates should be deleted. By letter of
March 29, the Contractor offered a credit of ($190.00) for this revision. After review, the
Engineer informed the Contractor by letter of April 2, 1999 that this credit would be included in a
forthcoming change order.
RFP-33 Drain Line Revisions, RAS/VVAS Pump Station. By letters dated January 13 and
January 14, 1999, the Engineer notified the Contractor of necessary changes in the drain piping
beneath the lower level slab of the RAS/VVAS Pump Station, including some deletions and
some additions. Installation of the drain piping required slight lowering of the RAS piping
beneath the floor slab. In a March 29 letter the Contractor proposed that this be a 'no-cost'
change. After review, the Engineer informed the Contractor by letter of April 2, 1999 that this
would be included in a forthcoming change order as such.
RFP-36 Relocate Utility Power Manhole at RASANAS Pump Station. By letter of February 12,
1999, the Engineer informed the Contractor of a need to move the utility power manhole on the
north side of the RASNVAS Pump Station approximately 20 feet to the east along the wall. This
move would coordinate with a planned relocation of the electrical substation and would also
reduce the length of conduits and conduit rack in the lower level required to reach the main
switchgear. In a subsequent letter dated March 30, the Contractor proposed a credit of
($2,570.00) for this change. After review, the Engineer informed the Contractor by letter of April
2, 1999 of a necessary slight revision in the credit, to ($2,659.00), and that this credit would be
included in a forthcoming change order.

RFP-37 Oxidation Ditch Inlet Box & Metering Box. In RFI 1026, the Contractor was notified of
revised coordinates for the SE corner of the inlet splitter box on the Oxidation Ditch structure as
well as the adjacent metering vault, to allow the Contractor to revise the forming and pouring of
splitter box wall sections. By letter dated February 15, 1999, the Engineer confirmed these
coordinates and made minor changes to the inlet splitter box pipe connections, including raising
the raw sewage (RS) pipeline and revising the arrangement and elevation of the drain (D) and
pumped drain (PD) piping. In a subsequent letter of April 8, 1999, the Contractor proposed that
this be a 'no-cosr change. After review, the Engineer informed the Contractor by letter of April
8, 1999 that this would be included in a forthcoming change order as such.
RFP-49 Conduit for Future Radio System. The Engineer informed the Contractor by letter of
March 8, 1999 of the need to add a 2-inch electrical conduit within the RASNVAS Pump Station
to allow the future installation of a proposed radio system to receive telemetry signals from the
proposed Biosolids and Effluent Reuse project and Bear Creek flow signals. In a letter dated
March 31, 1999, the Contractor submitted proposed costs of $914.00 for this work. After
review, the Engineer informed the Contractor by letter of April 2, 1999 that this amount would
be included in a forthcoming change order.
RFP-53 120VAC Power to SCADA Remote I/O Panel No. 2. In RFI's 43 and 73, the need for a
120-volt power supply to the UPS in SCADA Remote I/O Panel No. 2 at the Headworks was
raised. By letter dated March 15, 1999, the Engineer informed the Contractor that two circuits
should be brought to the SCADA panel, one for the UPS and one for a strip heater to avoid
freezing and moisture condensation. The Contractor submitted costs of $1,857.00 for this
work, by letter of March 31, as revised on April 6. After review, the Engineer informed the
Contractor by letter of April 6, 1999 that this amount would be included in a forthcoming change
order.
RFP-54 Repair Sinkhole in Entrance Roadway. In mid-March, an existing drain line from the
main gate area to Ashland Creek was cleaned and jet-rodded by the City to alleviate standing
water at the main gate after rain events. A day or two later, on March 15, WWTP staff noted a
sinkhole in the plant's entrance roadway, east of the Ashland Creek Pump Station. The
Engineer asked the Contractor to open the hole for repairs, and it was found that the drain line
had been broken out and not repaired during installation of an effluent pipeline from the
demonstration wetlands. This had caused the drain line to not work properly for some time; the
jet-rodding washed material on down the drain to the creek, creating the cavity under the
paving. By letter of March 16, the Engineer requested the Contractor prepare an estimate of
costs incurred in the repair work. By letter that same day, the Contractor submitted costs of
$1,179.00. After review, the Engineer informed the Contractor by letter of March 16, 1999 that
this amount would be included in a forthcoming change order.

Description of Items in Change Order
RFP-25 12 KV Duct Bank. By letter dated January 5, 1999, the Engineer informed that
Contractor that a concrete-encased duct bank was needed for the 12 KV main electrical service
conductors from the City's recently-installed underground conduit and conductors along the
east side of the WWTP. This duct bank would extend from a City pull-box adjacent to the
entrance gate to the proposed utility substation pad north of the RASNVAS Pump Station; when
completed, the City Electrical Department will install the 12 KV conductors. By letter of January
29, the Contractor submitted proposed costs of $28,154.00 for this work. In a subsequent letter
dated February 5, the Engineer modified the route of the proposed duct bank to shorten the
distance and reduce costs. The Contractor submitted revised proposed costs of $17,845.00 in
a March 30 letter. After review, the Engineer informed the Contractor by letter of April 5, 1999
that this amount would be included in a forthcoming change order.
RFP-38 Modification of Typical Detail E104. By letter dated February 16, 1999, the Engineer
notified the Contractor that Typical Detail E104, for connection of electrical duct banks to
structures, could be modified. In an April 8, 1999 letter the Contractor proposed that this be a
"no-cost" change. After review, the Engineer informed the Contractor by letter of April 9, 1999
that this would be included in a forthcoming change order as such.
RFP-39 RASNVAS Pump Station Perimeter Drain Revision. By letter of February 16, the
Engineer informed the Contractor that the perimeter drain around the exterior of the RASNVAS
Pump Station should be modified slightly to facilitate installation of the drain around the
electrical manholes being constructed along the outside walls of the pump station. In a March
29, 1999 letter the Contractor proposed that this be a "no-cost" change. After review, the
Engineer informed the Contractor by letter of April 2, 1999 that this would be included in a
forthcoming change order as such.
RFP-43 Grit Chamber Drain Cleanout. By letter of February 23, 1999, the Engineer informed
the Contractor that WWTP staff had recommended installation of a cleanout in the new drain
piping for the grit chamber, to allow the grit drain line connection to be cleaned if it plugs; this
has been a problem in the past. By letter dated April 5, 1999, the Contractor submitted
proposed costs of $786.00 for this work. After review, the Engineer informed the Contractor by
letter of April 5, 1999 that this amount would be included in a forthcoming change order.
RFP-48 Door for UV Building Lower Area. By letter of March 3, 1999, the Engineer informed
the Contractor that a door should be installed in the opening at the bottom of the stairs leading
to the lower area of the UV Building. In a subsequent letter dated March 4, 1999, the
Contractor submitted proposed costs of $2,393.00 for this work. During the following several
weeks, other activities at the site were discussed; the Contractor wished to modify the location
of construction joints and pour sequences in the elevated slabs of the Oxidation Ditch structure
(RFP-60). In order to advance the schedule and benefit the project, it was agreed to install the
door as a "no cost" change. By letter of March 23, 1999, the Engineer informed the Contractor
that this would be included in a forthcoming change order as such.

RFP-51 Headworks Revisions for Improved Electrical Installation. By letter dated March 11,
1999, the Engineer noted two areas where revisions were needed at the Headworks to facilitate
electrical system equipment installation: a ramp and a water line, hose valve and hose rack on
the east side were to be moved to allow unfettered installation of the electrical switchrack; and
area lights shown to be mounted on heavy aluminum brackets on the edge of the structure can
be mounted on the concrete slab. In an April 9, 1999 letter the Contractor proposed that this be
a "no-cost" change. After review, the Engineer informed the Contractor by letter of April 9, 1999
that this would be included in a forthcoming change order as such.
RFP-56 Metering Vault Top Revisions. In RFI-76, the weight of the tread plate cover panels for
the Metering Vault south of the Oxidation Ditch structure was queried. The Engineer indicated
that the top of the structure would be modified to have just one, smaller hinged section and two
fixed sections; this was sent to the Contractor by letter dated March 17, 1999. In a March 30,
1999 letter the Contractor proposed that this be a "no-cost" change. After review, the Engineer
informed the Contractor by letter of April 5, 1999 that this would be included in a forthcoming
change order as such.
RFP-60 Oxidation Ditch Elevated Slab Construction Joints. In RFI-74, the Contractor
requested permission to modify the location of construction joints and pour sequence in the
Oxidation Ditch structure elevated slabs. The structural engineer indicated that this would not
be objectionable; after discussions, it was concluded that doing so would advance the schedule
for completion of concrete work for the entire structure. In return for permission to proceed, the
Contractor agreed to install the door in the UV Building lower area (RFP-48), all at no cost to
the Owner. By letter dated March 23, 1999, the Engineer confirmed the agreement and stated
that this change would be included in a forthcoming change order.
RFP-64 Oxidation Ditch Stair and Ladder Platform Elevations. By letter of March 29, 1999, the
Engineer informed the Contractor that the elevations of the stairway bottom platform near the
north end and the ladder platform on the north side of the mixed liquor weir box on the east side
of the Oxidation Ditch structure needed to be lowered to match site finish grades. This adds
several stair treads/risers on the stairway and lengthens the handrail, and lengthens the ladder.
In a letter dated March 30, the Contractor submitted proposed costs of $1,237.00 for this work.
After review, the Engineer informed the Contractor by letter of April 2, 1999 that this amount
would be included in a forthcoming change order.
