Carollo's Project Report No 6 is attached for your information. Work continues to progress quickly.
All of the concrete around the oxidation ditches has been completed and the RAS/WAS Pump
Station Building is nearing completion. To date we have issued nine change orders:

As of the end of May, the contractor is 65% complete and a little ahead of schedule. The last two
monthly payments have been for over $1 million of work in place for that month.
The remaining large known change order to be discussed and negotiate is the Ashland Creek Pump
Station. Council approved the design and construction is expected to add up to $900,000.

Description of Items in Change Order
RFP-3 Revisions to Walls and Handrail at Contact/UV Basin. By letter of October 21, 1998,
the Engineer informed the Contractor that revisions were desired to the concrete walls being
constructed at the Contact/UV Basin, to the openings being cut in existing walls, and to the
handrail being installed. By letter dated April 12, 1999, the Contractor submitted proposed
costs of $1,633.00 for these revisions. Following discussions on the quantities of materials and
relative amounts of work involved, the Contractor submitted revised total proposed costs of
$712.00 in a letter dated April 28. After review, the Engineer informed the Contractor by letter
of April 28, 1999 that this amount would be included in a forthcoming change order.
RFP-20 UV Area Lighting Panel and Electrical Changes. By letter of December 22, 1998, the
Engineer informed the Contractor that, due to electrical changes in the UV Building and the
need to add 120-volt circuits, a new lighting panel should be installed in the UV Building, subfed
from the RASNVAS Pump Station, to supply the various circuits in the UV Building. This results
in deletion of a number of conduits and concomitant wiring from the RAS/WAS Pump Station.
By letter dated January 5, 1999, the Contractor submitted proposed total costs of $1,818.00 for
this work. Following discussions, a revised total cost of $1,129.00 was submitted in an April 28
letter. After review, the Engineer informed the Contractor by letter of April 28, 1999 that this
amount would be included in a forthcoming change order.
RFP-40 Delete Chlorine Monorail Relocation. By letter of February 16, 1999, the Engineer
informed the Contractor that the relocation of the existing chlorine monorail was no longer
required. By letter dated March 29, the Contractor submitted proposed total credits of
($2,670.00) for this revision. Following discussions, the Contractor submitted revised total
credits of ($2,859.00) with a letter of May 7. After review, the Engineer informed the Contractor
by letter of May 7, 1999 that this amount would be included in a forthcoming change order.
RFP-41 Delete Flap Valves on Hypochlorite Containment Drains. By letter of February 22,
1999, the Engineer informed the Contractor that the flap valves on the ends of drains from two
sodium hypochlorite containment areas could be deleted. In a letter dated April 8, the
Contractor proposed total credits of ($250.00); following several discussions, the Contractor
submitted revised total credits of ($420.00) for this revision. After review, the Engineer
informed the Contractor by letter of April 28, 1999 that this amount would be included in a
forthcoming change order.
RFP-44 Fire Hydrants. By letter of February 24, 1999, the Engineer informed the Contractor
that the six hose valve fire hydrants shown on the Drawings should be revised to three AWWA
fire hydrants; this also revised the length and size of piping necessary. Two existing fire
hydrants could be relocated and reused. In a letter dated April 5, the Contractor submitted
proposed total costs of $3,147.00 for this work. Following several discussions on the quantities
of materials and relative amounts of work involved, agreement was reached on a revised total
cost of $755.00. The Engineer informed the Contractor by letter of April 9, 1999 that this
amount would be included in a forthcoming change order.
RFP-46 Revise RAS/WAS Pump Station Doors 003 and 004b. By letter of February 25, 1999,
the Engineer informed the Contractor that two doors in the RAS/WAS Pump Station should be
revised from Type G (with half-lite) to Type F (solid); it was proposed that this revision be an
exchange for some hardware revisions on various doors. In an April 9, 1999 letter the
Contractor proposed that this be a "no-cost" change. After review, the Engineer informed the
Contractor by letter of April 13, 1999 that this would be included in a forthcoming change order
as such.
RFP-52 Operations Building Flush Wood Door Revisions. By letter of March 11, 1999, the
Engineer informed the Contractor that three flush wood doors in the Operations Building,
numbers 006, 007 and 012, be revised from Type B (full lite) to Type G (half lite). In an April
13, 1999 letter the Contractor proposed that this be a "no-cost" change. After review, the
Engineer informed the Contractor by letter of April 13, 1999 that this would be included in a
forthcoming change order as such.
RFP-63 Freezeless Yard Hydrants. By letter of March 29, 1999, the Engineer informed the
Contractor that the various exterior hose valves shown on the Drawings needed to be changed
to freezeless yard hydrants, due to the cold weather possible in southern Oregon. By letter
dated April 12, the Contractor indicated there were 27 hose valves, and proposed total costs of
$7,318.00 for this revision. In a subsequent letter of April 16, the Engineer noted that two hose
valve installations were being deleted near the headworks, and that there were a total of 28
remaining units. Some of these, installed in the ground, require installation of rigid, threaded
brass pipe below the freezeless yard hydrant. By letter dated April 28, the Contractor submitted
revised total proposed costs of $7,797.00. After review, the Engineer informed the Contractor
by letter of April 28, 1999 that this amount would be included in a forthcoming change order.
RFP-65 Cast Iron Soil Piping in Operations Building. By letter of April 5, 1999, the Engineer
confirmed field discussions that use of No-Hub cast iron soil pipe (CISP) was desired in the
Operations Building, in lieu of bell and spigot CISP. In an April 7, 1999 letter the Contractor
proposed that this be a "no-cost" change. After review, the Engineer informed the Contractor
by Fetter of April 7, 1999 that this would be included in a forthcoming change order as such.

Description of Items in Change Order
RFP-50 Influent Junction Box. By letter of March 11, 1999, the Engineer informed the
Contractor of the need to construct an influent junction box at the Headworks, to provide a
common meeting point for incoming raw sewage gravity lines and force mains, and to allow
easier connection of any future pipelines. By letter dated April 5, the Contractor submitted
proposed costs of $52,055.00. In a subsequent letter dated May 5, the Engineer modified the
proposed work to lower the costs. The Contractor submitted revised proposed costs of
$41,758.00 in a May 21 letter. After discussions, the Contractor's costs were further revised to
$40,799.00; by letter of May 25, the Engineer informed the Contractor that this amount would
be included in a forthcoming change order.
RFP-66 Revise Monorail Rail Size. By letter of April 6, 1999, the Engineer informed the
Contractor that the size of the monorail system rail in the RAS/WAS Pump Station needed to be
increased. In a letter dated April 13, 1999, the Contractor submitted proposed costs of
$1,237.00 for this revision. Following discussions, the Contractor revised his proposed costs to
$1,179.00; by letter of April 28, the Engineer informed the Contractor that this amount would be
included in a forthcoming change order.
RFP-67 Delete Thermostat in RAS/WAS Pump Station Lower Level. By letter of April 6, 1999,
the Engineer informed the Contractor that a thermostat for the supply and exhaust fans in the
lower level of the RASANAS Pump Station was incorrectly shown and should be deleted. In an
April 9, 1999 letter the Contractor proposed that this be a "no-cost" change. After review, the
Engineer informed the Contractor by letter of April 9, 1999 that this would be included in a
forthcoming change order as such.

Description of Items in Change Order
RFP-61 Delete Plant Drain Pump Station. By letter of March 29, 1999, the Engineer informed
the Contractor that the Plant Drain Pump Station was to be deleted in its entirety; the gravity
drain (D) piping and storm drain (SD) piping flowing to it were to be extended to the proposed
new Ashland Creek Pump Station, and the pumped drainage (PD) piping to the Oxidation Ditch
splitter box would be deleted. This change included earthwork, concrete and reinforcing steel,
piping, painting, electrical power and controls, etc. As it was too late to cancel the intended
submersible pumps, custom control panel, access hatch and related material furnished by the
pump manufacturer, those items would be taken by the City for use elsewhere. The Contractor
submitted a proposed "no-cost" change letter dated April 30; while there would be a substantial
credit for the deletion of the pump station, there would be an offsetting substantial cost of
extending the gravity drain and storm drain piping to the Ashland Creek Pump Station. At the
monthly meeting on June 3, 1999, this and other RFPs were discussed; in return for installation
of insulation and gypsum board in the ceiling of the UV Building at a reduced price (RFP-90),
the City agreed that the pump station deletion should be included in a forthcoming change order
at no change in Contract Price. This was confirmed by letter from the Engineer to the
Contractor that same day.
RFP-70 Revision to Embankment on West Side of Plant. By letter of April 13, the Engineer
confirmed discussions from the April 8 progress meeting regarding the berm to be constructed
west of the Oxidation Ditch and the RASANAS Pump Station. The berm shown on the Plans
was to be modified from a 1:1 slope to a 2:1 slope and the geotextile fabric deleted, with
compaction to 90 % max density and the upper two feet to 95% max density. By letter of April
30, the Contractor submitted proposed credits of ($1,500.00) for this change. This was felt to
be low. At the monthly meeting on June 3, 1999, this and other RFPs were discussed; in return
for installation of insulation and gypsum board in the ceiling of the UV Building at a reduced
price (RFP-90), the City agreed that the change in the berm construction should be included in
a forthcoming change order at no change in Contract Price. This was confirmed by letter from
the Engineer to the Contractor that same day.
RFP-79.1 Rock Excavation. During the winter of 1998/99, the Contractor indicated that rock
encountered in pipe trench excavation on the site, and the hardness of the rock encountered in
excavation of the Oxidation Ditch structure, was felt to be a differing site condition. This was
discussed at several meetings, with exchange of views and information. By letter of May 7, the
Engineer established this RFP for all related correspondence and data. By separate letter of
that same day, the Engineer informed the Contractor that the hardness of the rock in the
Oxidation Ditch excavation did not constitute a changed condition, but that the rock
encountered in the pipe trench area between the secondary cladtiers and the UV Building was
a differing condition. Following additional discussions with the Contractor, a unit cost for rock
trench excavation of $224.00/CY was agreed upon and confirmed by letter dated May 24 to the
Contractor. The first area to which this was to apply is the area between Secondary Clarifier
No. 1 and the UV Building; by subsequent letter of May 25, the Engineer confirmed an agreed-
upon quantity in this area of 205 cubic yards and indicated that a resulting total cost of
$45,920.00 would be included in a forthcoming change order.
RFP-90 Insulation & Gypsum Board in UV Building. As a portion of earlier RFP-35, it was
proposed to install insulation and gypsum board in the ceiling of the UV Building; that RFP was
canceled due to overall costs. By letter of June 3, 1999, the Engineer confirmed that it was still
desired to install insulation and gypsum board in the UV Building; at the monthly meeting that
day, agreement had been reached to consider RFP-61 and RFP-70 as "no-cost" changes and
that the insulation and gypsum board would be installed at a reduced cost, for a total lump sum
cost of $3,000.00, and that amount included in a forthcoming change order.
3
