1. Call to Order
1.1. COMMITTEE MEMBERS-
PRESENT: Piper Banks, Kip Barrett, Cat Gould, Kiera Reitz, Gary Shaff,
Sidney Brown, Sharon Dohrmann, Bryan Sohl, Becs Walker, Richard Barth
OPEN POSITIONS: 1
ABSENT: Jamie Rosenthal, Colin Bishopp, Keeley Reiners

2. Consent Agenda - Motion to approve October 2023 minutes made by Cat Gould.
Seconded by Barrett. Approved unanimously.
3. Public Forum
3.1. Flavia Franco- Expressed support for electrification ordinance. Discussed how
community compost would support the City’s CEAP.
4. Updates/Announcements
4.1. Council Update –Bob Kaplan: Council moving forward with protected bike
lane on N. Mountain.
4.2. Staff Update – Chad Woodward: Electrification ordinance, USDA loan, Electric
masterplan, and EV charger updates.
4.3. Chair Update – Bryan Sohl: Discussed January goal to finalize Electrification
Ordinance to take to council. New date for meetings beginning 2024.
4.4. Other Committee Members Update
Becs Walker- SOU contract for roof top solar and battery backups. EV charging
infrastructure growth.
Sharon Dohrmann- Helman Bike train update.
4.5. Updates from other Committees- Linda Peterson Adams: Discussed the work
being done to create protected bike lane on N. Mountain. Requested CEPAC
support to contact Oregon Department of Transportation (ODOT) about
extending bike lane past Faith Ave. Further discussion about circulating a
letter template to share and allow others to submit comments to ODOT.
Motion: To contact ODOT and encourage them to extend bike lanes on
Ashland St., East of Faith Ave., to I5. Made by Gary Shaff, Seconded by
Kip Barret. Approved unanimously.
5. Old Business
5.1. Gary Shaff- Protected Bike Lanes: Emission reduction information to meet
CEAP 2050 net zero goal. Presentation and discussion followed.
5.2. Bryan Sohl- Ordinance, Stakeholder Engagement: Discussed previous
stakeholder meetings. Ways to further reduce greenhouse gas emissions
moving forward.
6. New Business
6.1. Consideration of new CEPAC meeting format: Every other month Full
CEPAC meetings & Multiple CEAP guided working groups. Outlined steps
needed to be successful if smaller working groups are chosen. No
decisions were made.
6.2. Discussion led to the determination that the December meeting would
focus on CEPAC 2024 work planning.
7. Adjourn – The meeting was adjourned at 5:00 pm.
