Meeting Minutes 01/19/2011
I. CALL TO ORDER: Meeting called to order by Chair Rich Whitley at 6:02 p.m.
Committee Members Present: Darrell Boldt, Donna Mickley, Donna Rhee,
Amy Patton, Lesley Adams, John Williams, Pat Acklin, Don Morris,
Councilor Carol Voisin, Kate Jackson and Rich Whitley
Members Absent: Alex Amarotico
Carollo Engineers: David Kraska
Staff Present: Mike Faught, Pieter Smeenk, Robbin Pearce and Brenda Barker
II. DISPLAY REVIEW/DISCUSSION: From 5:30 p.m. - 6:00 p.m. the public was asked
to view displays (maps, charts, visual aids, etc.). City Staff and outside experts were in
attendance to answer questions from the public.
III. INTRODUCTIONS: Rich Whitley, Chair Facilitator, introduced the AWAC (Ashland
Water Advisory Committee) and David Kraska from Carollo. Whitley also gave a brief
overview of the AWAC mission and goals and the wide range of knowledge and
experience from the various committee members.
IV. PRESENTATION: David Kraska, contractor for Carollo Engineers presented a power
point presentation showing an overview of what the Committee had accomplished to
date. He presented a history of the City water system and the main challenges the City
faced for the next (50) years. Eight different scenarios of climate change were used to
gather the data.
Kraska reviewed the four water supply options the AWAC narrowed down from the
original six. He explained how each water supply alternative fit in with the LOS (Level of
Service) goals. Costs calculated by Carollo were listed for each water supply package.
The four water supply packages that the Committee agreed met LOS:
1. TAP Pipeline
2. Groundwater
3. Recycled Water + hardening of Water Treatment Plant with protective wall
4. TID Expansion + hardening of Water Treatment Plant with protective wall
V. QUESTIONS AND ANSWERS: Mike Faught, Pieter Smeenk and David Kraska
answered questions that ranged from recycled water to how well Hosler Dam could
survive an earthquake.
Faught explained that the State of Oregon would not allow effluent treated at Level 5 to
be used as recycled water The City's water rights at Lost Creek were questioned
regarding algae and levels of toxicity. There was a question as to whether TAP water had
the option as to fluorination. Kraska answered the whole system would have to be
converted in order to be able to process fluoridated water. Mayor Stromberg asked if
Carollo subtracted the cost of non -TAP alternatives by the water rights cost.
VI. PROCESS DESCRIPTION: Whitely detailed the role AWAC members were to take
during the listening session.
VIL LISTENING SESSION: Committee members and those present were placed into small
table groups. Committee members would later report any suggestions, ideas on the
alternatives and questions that need to be answered by staff or Carollo.
VIIL REPORT OUT: The responses were captured by the attached photos from the flip
charts.
IX. NEXT STEPS: Faught noted the Committee and Consultants had additional questions to
answer that would then be reported to back to the questioner. He would then ask the
Committee to make a final decision on the water supply alternative package.
X. ADJOURN: The meeting was adjourned by Rich Whitley, Chair at 8:15 p.m.
XI. NEXT MEETING: The next regular monthly meeting will be Thursday, February 3,
2011 from 4:00 p.m. to 6:00 p.m. Location will be in the Siskiyou Room at Community
Development, 51 Winburn Way. If anyone can't attend, please let me know.
