CALL TO ORDER: The meeting was called to order by Chair Rich Whitley at 4:05 p.m. in the Civic Center Council Chambers. Committee Members Present: Alex Amarotico, John Williams, Amy Patton, Lesley Adams, Pat Acklin, Donna Rhee, Don Morris, Councilor Carol Voisin, Councilor Kate Jackson, Rich Whitley, Darrell Boldt and Donna Mickley Staff Present: Mike Faught, Pieter Smeenk, Robbin Pearce, Betsy Harshman Consultants: David Kraska, Nicki Pozos, and Rachel Lanigan, Rich Whitley II. PRESENTATION: Carollo Engineers presented a PowerPoint on: • Level of service goals • The adequacy of exiting water supplies • Climate change: Consultants provided copies of a study completed by Alan Hamlet of the Climate Research Center at University of Washington • Water Supply Alternatives included recycled water, Talent/Ashland/Phoenix (TAP) pipeline, expansion of Talent Irrigation District (TID) supply, additional Ashland Creek impoundment, groundwater/Aquifer Storage & Recovery (ASR), expanded or redundant Water Treatment Plant (WTP). III. PUBLIC COMMENT: Ron Roth, 6950 Old Hwy 99 South, commented on TID water demand and agricultural irrigation changes taking place around our valley. IV. DISCUSSION AND DECISIONS: The Ashland Water Advisory Committee (AWAC) selected three of the four levels of service goals (LOS) at its June 2, 2010 meeting. The committee continued discussion on the fourth goal: "Have sufficient supply to meet projected demands that have been reduced based on additional 5-15% conservation (-7-21% each month reduction)." Following discussion of the fourth goal, the committee reached a consensus on the conservation Level of Service goal to plan for 5% conservation with a goal of 15% conservation. The committee also discussed conservation measures considered, such as using Waste Water Treatment Plant (WWTP) recycled water for irrigation purposes, rain water catchment, East Fork of Ashland Creek containment and geo wells. V. NEXT MEETING: August 12, 2010 from 4 p.m. to 6 p.m. at City Council Chambers VI.
