L CALL TO ORDER: The meeting called to order by Rich Whitley at 4:08 p.m.
Committee Members Present: Rich Whitley, Don Morris, Pat Acklin, Darrell Boldt, Amy
Patton, John Williams, Alex Amarotico, Lesley Adams, Councilor Carol Voisin and
Councilor Kate Jackson
Absent: Donna Rhee and Donna Mickley
Staff Present: Mike Faught, Pieter Smeenk, Robbin Pearce and Brenda Barker
Consultants Present: Present via conference call; Nicki Pozos and Dave Kraska
II. ADJUSTMENTS TO THE AGENDA: None
III. PRESENTATION:
Barbara Christensen, Ashland City Recorder, gave a presentation on public meeting
requirements, procedures and public records law ethics. Topics included the following:
• Meetings are open to the public, no private meetings
• Definition of meeting
• Committee quorum — a majority of members must be present for a meeting
• Meeting requirements — meeting location, conference calls, right to request an
interpreter and no public right to participate
• Minutes
• Duties of the Chair
• Public records
• Public ethics
IV. DISCUSSION AND DECISIONS:
The committee was presented "Proposed Evaluation Criteria for Water Supply Packages
for Project No. 8406A.00." The Committee went over each criterion and the extent to
which improvements were listed. This inforination will aid in processing and discussing
water supply packages. A preliminary ranking can be created and still maintain the level
of service goals established by the AWAC. Dave Kraska from Carollo went over
proposed criteria from the memo.

Each water supply package shall be evaluated as part of the City's Water Conservation
and Reuse Study and Comprehensive Water Master Plan.
V. NEXT MEETING / SUGGESTED TOPICS:
Carollo will present a number of water supply packages for discussion that meet the level
of service goals established and preliminary scoring for the AWAC.
The next meeting was scheduled for September 9, 2010 from 4:00 p.m. to 6:00 p.m. in
the Siskiyou Room at Community Development, 51 Winburn Way.
