ISO ratings are determined by a community's ability to deliver water, the efficiencies of dispatch and fire department staffing. The ISO rating has the greatest impact on non-sprinklered commercial buildings and some residential buildings. It is not known if a higher ISO rating would reduce homeowner fire insurance. Replacing fire station #2 would not increase the ISO rating. Increasing staff levels at fire station #2 might improve the ISO rating. Karns recommends a total of six firefighters at station #2, currently there are two. Karns explained the functions of ladder trucks and why Ashland needs one. A ladder truck gets fire crews into upper floors, which assists with evacuations, search and rescue, ventilation of structures etc. Currently, physical rescues from above the 2nd floor are not possible of nearly 200 buildings in Ashland. The need for a ladder truck was identified in 1993. A ladder truck would improve the ISO rating. A training facility would allow for real time manipulative and tactical training, would reduce the cost of overtime and improve the ISO rating. Committee discussion points included: a cooperative program between the University and the City, acquiring a used ladder truck, expanding the training facility to accommodate classrooms for police training. Meeting adjourned at 9:30.
