Parks & Recreation Liaison –Peter gave a brief report about the snow damage that happened over the recent
weather event.
Community Development Liaison –Anderson briefly mentioned that the city now had a new City Managerwho
began Jan 3rd.

OWNER/APPLICANT:Rouge Development for Gobelman & Stahmann
DESCRIPTION:A request for a minor land partition to divide the large area parcel into three
parcels. This is before the tree commission to review their tree protection plan.

Ms. Gunter presented a brief PowerPoint presentation detailing the trees on site and the proposed tree protection
plan. Asa stated that he felt the conifers were lookingin good shape and likelybecause of their location in the
draw was providing more water. John felt that this was an easy application,and he had no objections to the
proposed plan.

Staff briefly presented the application and mentioned that some of the trees shown were already removed during
the installation of the driveaway. Staff requestedthatthe tree commission consider the allowance of a flexible
fencing rather than chain link due to the steep topography.Debrah Anderson at Terrace above the property was
present to speak in favor of saving as many trees as possible based on the westernexposure.
The tree commission reviewed the planting plan and felt that there were more trees being planted than being
removed and that the species selected appeared to be appropriate for the aspect of the hillside and the hot sun that
it will receive. Thetree commission discussed the flexible fencing and was in favor. There was general agreement
that the home site was set up in such a way

Staff briefly presented the application and mentioned that it was verysimilarto the previous application that was
just reviewed. There was no one from the public to speak in favor or against. The tree commission deliberated
brieflybefore a motion was made to approve the proposal.
