He noted that it was originally hoped that the Team Ashland program would draw 19 participants in this first round, but that all 21 applicants had been accepted and that this should provide a pool for future commission appointments. TYPE I REVIEWS PLANNING ACTION: PA- 2017-01294 SUBJECT PROPERTY: 128 Central Avenue APPLICANT: Rogue Planning & Development Services OWNERS: Robert Baldwin DESCRIPTION: (REVISED SUBMITTALS) A request for Site Design Review for an eight-unit multi-family development for the property located at 128 Central Avenue. The existing house contains two units. The proposal has been revised to add five units at the rear of the property and one unit above the reconstructed garage at the front of the property. The application also includes requests for a Conditional Use Permit to exceed the Maximum Permitted Floor Area in the Skidmore Academy Historic District by 21 percent (985 square feet) and for a Tree Removal Permit to remove seven trees six-inches in diameter-at-breast-height or greater. The Tree Removal Permit request is to remove two trees to the west of the existing home including a maple and an ash tree. Severson explained that the current application Cypress now proposed to be preserved; issue of driveway treatment. PLANNING ACTION: PA- 2017-01605 SUBJECT PROPERTY: 147 Van Ness Avenue OWNERS: Deborah Dryden & Robert Hirschboeck APPLICANT: Conscious Construction DESCRIPTION: A request for Site Design Review for a three-unit multi-family development for the property located at 147 Van Ness Avenue. The proposal includes the existing residence as one unit, the conversion of an existing guest cottage as a second unit and the construction of a new third unit with attached single vehicle garage off of the alley. COMPREHENSIVE PLAN DESIGNATION: High Density Multi-Family Residential; ZONING: R-3; ASSESSOR’S MAP: 39 1E 04CC; TAX LOT: 2900. Severson gave the staff report, explaining that the application did not involve any proposed tree removal and asking for any comments, concerns or recommendations from the Commission with regard to the proposed tree protection and landscaping plans. PLANNING ACTION: PA-2017-01719 SUBJECT PROPERTY: 676 S Mountain Ave OWNER/APPLICANT: Rogue Planning & Development, Livni Family Trust DESCRIPTION: A request for a modification to the Conditions of Approval of PA- 2017-00340 to remove three trees at 676 S Mountain Ave. The trees proposed to be removed are ponderosa pines and were identified to be saved in the original Conditions of Approval. The three trees, identified as trees #5, #6, and #7 in the tree protection plan, are ponderosa pines. The tree diameters are 24”, 18”, and 37” respectively. The application states that tree #7 is in decline, infested with pine beetles, likely to die within one year, and will pose a potential hazard. COMPREHENSIVE PLAN DESIGNATION: Single-Family Residential; ZONING: R-1.7.5; ASSESSOR’S MAP: 39 1E 16AA; TAX LOTS: 9002 Severson provided a brief staff report noting that the request is to remove three ponderosa pines which were previously identified to be preserved in PA 2017-00340. The tree diameters are 24”, 18”, and 37” respectively. The application states that the top of tree #5 is dead or dying and the other two trees display extensive beetle activity, and requests removal on that basis. PLANNING ACTION: PA-2017-01720 SUBJECT PROPERTY: 1135 Fern St OWNER/APPLICANT: Rogue Planning & Development, Livni Family Trust DESCRIPTION: A request for a Tree Removal Permit to remove one tree from 1135 Fern St. The tree proposed to be removed is a 39” diameter ponderosa pine located at the southwest corner of the property. The application states this tree is infested with beetles, likely to die within six months to one year, and will pose a potential hazard as it declines. COMPREHENSIVE PLAN DESIGNATION: Single-Family Residential; ZONING: R-1.7.5; ASSESSOR’S MAP: 39 1E 16AA; TAX LOT: 9000 Severson provided a brief staff report noting that the tree proposed to be removed is a 39-inch diameter ponderosa pine located at the southwest corner of the property. The application states this tree is infested with beetles, likely to die within six months to one year, and will pose a potential hazard as it declines. The arborist report suggests that the tree has declined to the point where treatment options other than removal would be ineffective. PLANNING ACTION: PA- 2017-01805 SUBJECT PROPERTY: 645 Glenwood Dr & 660 Beach St OWNERS/APPLICANTS: Chris Sackett, Brooke Friendly, Art Rosine and Marsha King-Rosine DESCRIPTION: A request for a Tree Removal Permit to remove one tree between the properties located at 645 Glenwood Drive and 660 Beach St. The tree is a 36” (diameter at breast height) Cottonwood that stands 90 feet tall. The application states the tree is a Hazard Tree and is dropping large limbs that could cause physical damage to the home at 660 Beach St, and are a potential for injury. The tree is located in a Riparian Buffer extending from Beach Creek. COMPREHENSIVE PLAN DESIGNATION: Single Family Residential; ZONING: R-1-7.5; ASSESSOR’S MAP: 39 1E 16AA; TAX LOT: 3200 & 4700. Severson presented a brief staff report, noting that the application requests removal of an approximately 36-inch d.b.h., 90-foot tall Cottonwood and states the tree is a Hazard Tree and has dropped large limbs, and that other similarly sized limbs overhang residences. The removal is requested out of concern for potential property damage and danger to persons in the vicinity. The tree is located in the water resources protection zone for Beach Creek. Any recommendation the Commission would appreciated, including any recommendations relative to leaving some portion of the tree as a snag for wildlife habitat if this could be done in a manner that alleviated the hazard to adjacent properties. PLANNING ACTION: PA- 2017-01827 SUBJECT PROPERTY: 803 N. Main St. APPLICANT: Don Skinner OWNERS: Skinner Investment LLC DESCRIPTION: A request for a Tree Removal Permit to remove one tree near Sheridan Street between the properties located at 803 N. Main St. and 267 Sheridan St. The tree is a ten-inch diameter at breast height (DBH) Arizona Cypress that stands 30 feet tall. The application states the tree is a Hazard Tree located under the canopy of a neighboring tree and leaning over adjacent property. COMPREHENSIVE PLAN DESIGNATION: Low Density Multi-Family Residential; ZONING: R-2; ASSESSOR’S MAP: 39 1E 05AC; TAX LOT: 200. Severson provided a brief staff report, explaining that the project arborist had noted that while the tree did not pose an imminent hazard, its location under the canopy of a neighboring tree, the fact that it is leaning over an adjacent property including a building and parking area, and its anticipated growth had lead the applicant to propose the removal to pre-empt the risk of damage before the tree’s growth makes its removal more challenging. STREET TREE REMOVAL PERMITS PLANNING ACTION: PW-2017- 01791 SUBJECT PROPERTY: Open Space on Clay Creek Way, east of 2713 Takelma Way OWNER/APPLICANT: Clay Creek Gardens Owners Association DESCRIPTION: A request for a Street Tree Removal Permit to remove one street trees from the parkrow in front of the open space east of 2713 Takelma Way. The tree is an eight- to nine-inch D.B.H. ornamental cherry that is described as severely sun- damaged and suffering from a previous fireblight infection as well as having flathead boring beetle damage, and having wood eaten away to the point that it poses a hazard. COMPREHENSIVE PLAN DESIGNATION: Single Family Residential; ZONING: R-1-5; ASSESSOR’S MAP: 39 1E 14BA; TAX LOT #:1918 Severson provided a brief staff report noting that this was an ornamental cherry located in the parkrow adjacent to the Clay Creek Gardens open space on Clay Creek Way, and that tree care professional had indicated that the tree was severely sun-damaged, suffering from a previous fireblight infection and had flathead boring beetle damage. The application indicated that the tree has wood eaten away to the point that the tree poses a hazard, and the removal was requested on that basis. PLANNING ACTION: PW-2017- 01919 SUBJECT PROPERTY: 893 Plum Ridge Dr OWNER/APPLICANT: Mountain Meadows Owners Assocation/Southern Oregon Tree Care DESCRIPTION: A request for a Street Tree Removal Permit to remove ten eight-inch DBH Cherry Plums (prunus cerasifera) which are noted as leaning to the point that they can be moved in the ground by hand. The applicants note that they are producing fruit so heavily that it is also causing a slipping hazard. They point out that the trees are on the prohibited street tree list. DISCUSSION Severson noted that there were eight 2017 Tree of the Year Nominations, and that the nomination forms had been provided in the Commissioners’ packets. Commissioners were asked to narrow the list of eight nominees to three to five for inclusion on the ballot.
