CALL TO ORDER View Agenda Chair Slattery called the meeting to order at 3:00 PM. Members Roberta Stebbins, Pamela Lucas, Stefani Seffinger, Jim Bachman, and Julie Akins were present. Members Mark Welch and Shane Hunter were absent. II. APPROVAL OF MINUTES: 1. Cost Ad -Hoc Review Committee October 2, 2019 Stebbins/Bachman moved to approve the minutes. Discussion: None. All Ayes. III. ASHLAND FIRE & RESCUE PRESENTATION Fire Chief David Shepard spoke that AFR has a great relationship with Mercy Flights. He presented the Committee with a PowerPoint Presentation (see attached). The Committee discussed current staffing costs verses outsourcing cost. IV. MERCY FLIGHTS PRESENTATION Chief Executive Officer Doug Stewart thanked the Committee for the invite and spoke in appreciation of AF&R. Mr. Stewart introduced Chief Financial Officer Renee Schroyer and Chief Operations Officer Tim James. Mr. Stewart gave an overview of his background with Mercy Flights. Mr. Stewart presented the Committee with a video giving an overview of Mercy Flights. Mr. Stewart explained that Mercy Flights is a non-profit company and is focused on people and the community. He explained that 145 people work at Mercy Flights. He spoke that Mercy Flights is a leadership team not a management team. He spoke that all decisions are community based not financially based. Mr. Stewart spoke regarding the jobs and training opportunities that Mercy Flights provides. Mr. Stewart spoke regarding a program called Mobile Integrated Healthcare. The Committee discussed: • Cost differences of using Mercy Flights verses AFR. • Logistics of having Mercy Flights being here verses AFR. • Cost for Mercy Flights to transport. • Cost for education programs. • Mercy Flight Membership Club. • Employment turnover. • How to position ambulances. • Unit Hour Utilization (UHU). City Administrator Kelly Madding asked for Mercy Flights to provide information for the last 5 years of employee turnover breakdown by position. The Committee discussed the next steps. It was explained that on November 6th there would be a debrief on regarding AFR and Mercy Flights and discuss Central Services. It was announced that the November 6th Meeting will be in the Siskiyou Room from 2-4 PM. Madding spoke that if any Committee Member has questions to please send an email to Staff. 2-4 Siskiyou Room. V. ADJOURNMENT The Cost Ad -Hoc Committee Meeting was adjourned at 5:00 PM.
