CALL TO ORDER Chair Slattery called the Costs Review Ad -Hoc Committee to order at 2:05 PM. View Agenda Members Mike Morris, Jim Bachman, Roberta Stebbins, Mark Welch, Pamela Lucas, Shane Hunter and Stefani Seffinger were in attendance. 11. APPROVAL OF MINUTES: 1. Cost Ad -Hoc Review Committee October 16, 2019 Shane Hunter clarified he was not in attendance. Stebbins/Bachman moved to approve the minutes. Discussion: None. All Ayes. Motion passed unanimously. III. ASHLAND FIRE & RESCUE & MERCY FLIGHTS DEBRIEF City Administrator Kelly Madding suggested for the Committee to go around the room and discuss their thoughts. The Committee discussed the additional questions from AFR and Mercy Flights (see attached). Chief Shepherd debriefed on his final thoughts. Slattery explained that this process is to look things that have been long standing and look at ways to do things V differently that is best for the Community. Madding discussed Mercy turnover. Shepherd spoke that he would also put together some information regarding turnover. He spoke that AFR staff has been stable for a number of years. Slattery spoke that there is positive and negative turnover. Madding agreed and spoke that she was looking into this as a paramedic issue and wondered if we would be getting the best service with someone who has been on the job for 5 years compared to someone who has worked on the job for 6 months. The Committee discussed staffing. Madding spoke that Staff can bring back numbers that include the 3 additional fire personnel and with what we have now. Slattery spoke to the importance of continuing to educate. Julie Akins arrived at (2: 42 PM). The Committee discussed the possibility of having a special district. Seffinger spoke that when we talk about reductions in the Fire Department there are other things that can be reduced and would like to see those options. Slattery explained that other reductions can only be in the General Fund. The Committee discussed grants. (Mark Welch left at 3: 05 PM). Madding spoke that the next meeting the Committee will her from Medford Chief Fish and Fire District 3 Chief Horton. Akins questioned if the City can outsource the Fire Marshal. Madding spoke that Staff will look into that question. IV. CENTRAL SERVICES Administrative Services Manager Bryn Morrison presented a PowerPoint presentation to the Committee (see attached). FUTURE MEETING DISCUSSIONS Madding spoke that Central Services will be continued after the Chiefs presentations. VI. ADJOURNMENT The Cost Review Ad -Hoc Committee was adjourned at 2:50 PM.
