Page 1of 4 Public Arts Advisory CommitteeMeetingMinutes have a new website so please reach out to Jenn if there are any questions or issues withdownloading or viewingthe agenda or minutes on the City of Ashland website.*** IV.(4:20-4:30) PUBLIC FORUM(for items not on the agenda; up to 3 minutes per speaker) No speakers V.(4:30-4:45) LIAISON REPORTS Liaisons: a)City Council Liaison, Gina DuQuenne; mentioned that there havebeen a great deal of compliments regarding the new crosswalk b)Ashland Parks and Recreation CommissionLiaison, New APRC Liaison Jim Bachman; absent c)Community Development Liaison, JenniferChenoweth; email inquiries regarding painted pianos, utility box painting, and two murals have been coming to planning lately. People are probably inspired by the new decorative crosswalk Side note: Tessa Elbettar announced her resignation from the PAAC and this is the last meeting she will be attending as a PAAC committee member. VI.(4:45-5:15) DISCUSSION ITEMSand MOTIONS (up to 10 minutes per topic) a)Velocity Sculpture Update Mike Morrison presentedanupdate for repairs to Velocity (repair planadds volume to the base; steel;2 feet by 1 foot). The fix will cost $2,500. After much deliberation a motion was presented by Ken Engelund agrees withthe repair plan and supports Public Works in making the$2,500 repair as presented on the plan to fix the sculpture; and PAAC suggeststhat Citystaff revisitwith the artist/engineerto look into a more permanent fix that will modify the art to withstand weightorlook at options to relocate;andthe motionincludesinvestigation ofpermanent signage and a There were eightvotes for approval of the motion; one vote opposed. b)Student RepresentativesKen Engelund to lead discussion on the next steps for recruiting AHS and SOU student reps onto the PAAC. PAAC would like to see open student rep positions filled. Ken suggested that the Chair of the PAAC write a letter to the Superintendent of Ashland School District and the President of SOU or SOU department heads. Liz offered to help with recruiting new students from SOU, as they have recently graduated and will be giving notice to resign fromthe PAAC in October. c)Election of a Vice ChairCommittee to elect a Vice Chair. After some deliberation, Susan Jain has agreed to take on the role as the new Vice Chair of the PAAC. All voted yes to elect Susan as Vice Chair of the PAAC. Page 2of 4 Public Arts Advisory CommitteeMeetingMinutes a)ODOT Controller BoxesTask group to provide update on Council Meeting and project progress City Council approved the designs that were selected by the selection committee andnow PAAC can move forward withprep and painting of the boxes.The project is expected to occur in September/October. Peter and Cassie are working on public/communitycommunication. There was much discussionabout the City receiving donations Jenn checked with Brandon and there are no issues with the City accepting donations unless the business needs recognition or forms for tax purposes,then it may need to go to the legal department. Thebudget for this project is set at a maximum of $5,000. It was suggested that maybe the Chamberor an alternative sponsoring organization could accept donations on behalf of the City (materialsand/or financial).NOTE: Per admin, no contract is required for the work proposed by the painter(prep, prime,and sealant) due to thelimited amount of thecost estimate. The painter can invoice the city, and it will be paid and applied to the PAAC account. b)Crosswalks 1). Lithia Crosswalk on July 2, 2024(Peter Finkle). https://walkashland.com/2024/07/crosswalk-art-in-the-plaza-walking- upstream/ 2). Proposed Rainbow CrosswalkinSOU vicinity(Ken Engelund)Gina and Ken introduced anidea ofa crosswalk atthe entrance of Bridge Street and Siskiyou Blvd. The crosswalk is approx. 75 feet across by 10 feet wide. Need to provide a design example to get a cost estimate from Geveko. Next steps: Design, Cost, & Fundraising. Could SOU students be involved in the design and fundraising? Further discussion needed on location and process.Liz will join Ken and Gina in the task group for working on the new crosswalk at SOU. c)Marking Ashland PlacesII Update; no new information, ACTION: Jenn sent memo on 8/26/2024 inviting Rocky Houston to an upcoming PAAC meeting email sent through J. Bachman. d)Public Art MaintenanceUpdateby Peter Finkle and Mike Morrison Tabled due to time constraints. e)PlaywrightsWalk-Update by Citizen Group members; First plaque to be installed in front of the Chamber of Commercebuilding. f)-Update; no new update g)Update; whole new mural design will be publicized in September; lighting will be needed and likely the City will fund the lighting bill (per Mike). The idea is to bring potential public art projects tothe Social Equity and Racial Justice Committeeforreview. This would be similar to how the Historic Preservation Advisory Committee and Parks Committee review public art projects.
