The property is located in the Detail Site Review, Downtown Design Standards, and Historic District overlays. The proposal includes replacing the existing window to the left side of the entrance with an accordion style -window with exterior standing bar, replacing the existing awning with a retractable awning above the door, and installing exhaust venting at the rear of the building. The subject property is located on North Main Street with the front of the building facing the downtown plaza. The subject property and the surrounding area are zoned Commercial Downtown (C- 1-D). The National Register of Historic Places documentation for the Ashland Downtown District identifies the `Ashland Improvement Company Building' as a historic primary contributing structure which was used as a jeweler and men's retail store, and other small businesses, as well as a drug store and eventually a restaurant. The second floor provided professional office space. According to historic records, the storefronts of the building have been serially altered with time, but the elaborate detailing work on the second floor relates both its original design and the associations for which it is significant. As such, the `Ashland Improvement Company Building' is considered to retain sufficient integrity to relate its development history during the period of significance. This structural modification of the facade and changes to the exterior's rear trigger Site Design Review approval according to Ashland Municipal Code 18.5.2.020.A.4. Any exterior change to a structure, which is... a contributing property within a Historic District on the National Register of PA -TI -2024-00241 27 N Main St / VA Page 1 Historic Places that requires a building permit. The application is required to meet Site Design and Use standards for Basic and Detailed Site Review, additionally the application must comply with the Historic District Design standards and Downtown Design standards. The existing entry is recessed in accordance with the Historic District Design and Downtown Design standards which call for ground level entries to be recessed from the public right-of-way to create a sense of entry. The entrance is not proposed to be changed to avoid impacting Americans with Disabilities Act (ADA) requirements. Beneath the proposed accordion windows, the applicant proposes to install a standing height bar top/table where patrons will be able to eat while looking out at the Plaza or into the restaurant while standing outside. It is understood that the window will have wood materials that match the era of the building and the stone underneath the window and on both pillars will be removed and be finished in a monochrome palette that more closely resembles the era of the building, as proposed in the materials presented at the August 7, 2024, Historic Preservation Advisory Committee (HPAC) meeting. During that review, HPAC expressed no concerns regarding the exhaust venting at the rear of the building along Calle Guanajuato, The Historic Preservation Advisory Committee (HPAC) considered the application during multiple meetings with the applicant at the Review Board level prior to two separate HPAC meetings on July 3, 2024, and August 7, 2024. Through these meetings, HPAC noted that the existing `Ashland Improvement Company Building' has a unique design with angled front windows and setback entry and encouraged the applicant to retain the rhythm of openings for the building to be compatible with the existing symmetry to 29 North Main Street space {formerly `Little Tokyo' restaurant) within the same building. The HPAC Review Board also noted that modifications that could be reversed and/or duplicated with the attached commercial frontage at 29 North Main Street were preferrable. In reviewing the application at its August 7th meeting, HPAC recommended approval of the application as submitted — including revisions submitted for the August 7'h meeting - with minor design requirements to have the board and batten be monochrome in color (no contrasting colors/hues) and approved the removal of the stonework on both entry pillars. Some members expressed concern over changing the historic downward angled awning projection to a roll-out awning. HPAC members ultimately agreed that the application as proposed with their design conditions would be an incremental improvement to return the building to its original historic era of design. The exterior modifications as proposed by the applicant are consistent with the applicable design standards. The resulting fagade will be consistent with the City's Downtown Design Standards and reflect Ashland's simple, traditional, minimalist design that is found throughout the Historic District. The applicant's submittal materials include some illustrations of the installation of restaurant seating along Calle Guanajuato at the rear of the building. Calle Guanajuato is city -owned property which was improved under PA -2013-01367 as a pedestrian and service corridor which also accommodates a weekly open-air artisan's market and creekside outdoor seating for Plaza restaurants. These uses are managed by the Ashland Parks and Recreation Department, and any new restaurant seating must be reviewed and approved by the Parks and Recreation Department. A condition is included below to make this clear. PA -T1-2024-00241 27 N Main St 1 VA Page 2 18.5.2.050 Site Design Review Approval Criteria An application for Site Design Review shall be approved if the proposal meets the criteria in subsections A, B, C, and D below. The approval authority may, in approving the application, impose conditions of approval, consistent with the applicable criteria. A. Underlying Zone. The proposal complies with all of the applicable provisions of the underlying zone (part 18.2), including but not limited to: building and yard setbacks, lot area and dimensions, density and floor area, lot coverage, building height, building orientation, architecture, and other applicable standards. B. Overlay Zones. The proposal complies with applicable overlay zone requirements (part 18.3). C. Site Development and Design Standards. The proposal complies with the applicable Site Development and Design Standards of part 18.4, except as provided by subsection E, below. D. City Facilities. The proposal complies with the applicable standards in section 18.4.6 Public Facilities, and that adequate capacity of City facilities for water, sewer, electricity, urban storm drainage, paved access to and throughout the property, and adequate transportation can and will be provided to the subject property. E. Exception to the Site Development and Design Standards. The approval authority may approve exceptions to the Site Development and Design Standards of part 18,4 if the circumstances in either subsection 1, 2, or 3, below, are found to exist. 1. There is a demonstrable difficulty meeting the specific requirements of the Site Development and Design Standards due to a unique or unusual aspect of an existing structure or the proposed use of a site; and approval of the exception will not substantially negatively impact adjacent properties; and approval of the exception is consistent with the stated purpose of the Site Development and Design; and the exception requested is the minimum which would alleviate the difficulty; 2. There is no demonstrable difficulty in meeting the specific requirements, but granting the exception will result in a design that equally or better achieves the stated purpose of the Site Development and Design Standards; or 3. There is no demonstrable difficulty in meeting the specific requirements for a cottage housing development, but granting the exception will result in a design that equally or better achieves the stated purpose of section 18.2.3.090. The application with the attached conditions complies with all applicable City ordinances. There are no parking requirements, and the proposal does nothing to create additional impacts on public utilities or streets because the size of the restaurant use is unchanged. PA -T1-2024-00241 27 N Main St 1 VA Page 3 Planning Action PA -T1-2024-00241 is approved with the below conditions. If the conditions are found to be invalid for any reason whatsoever, then Planning Action PA -T1-2024-00241 is denied. The following are the conditions attached to the approval: 1) That all proposals of the applicant shall be conditions of approval unless otherwise modified here. 2) That the plans submitted for the building permit shall be in substantial conformance with those approved as part of this application, including revision presented to the Historic Preservation Advisory Committee on August 7th. If the plans submitted for the building permit are not in substantial conformance with those approved as part of this application, an application to modify this Site Review approval shall be submitted and approved prior to issuance of a building permit. 3) That any required structural engineering for the proposed construction shall be submitted with the building permit application. 4) That the building materials and dimensions, including colors shall be identified in the building permit submittals. The information shall be consistent with the colors, texture, dimensions, and shape of materials and building details proposed and approved as part of the land use application. Exterior building colors shall be muted colors, as described in the application. Bright or neon paint colors shall not be used in accordance with the Detail Site Review Standards. 5) The windows on the ground floor shall not be tinted so as to prevent views from outside of the building into the interior of the building. 6) No changes to allow additional seating or changes to the use of Calle Guanajuato have been reviewed or approved here. Calle Guanajuato is city property and use as restaurant seating by Plaza restaurants and the Lithia Artisans Market is subject to the review and approval of the Ashland Parks & Recreation Department through a separate application. COMPREHENSIVE PLAN DESIGNATION: Downtown; ZONING: C -1-D; MAP: 391E 09 BB; TAX LOT: 8400 After a brief staff report at the July 3rd meeting explaining the details of the proposal, applicant Alessandro Circiello discussed the proposal noting the wood tones proposed, removal of the soffit, keeping the stone veneer to bettor relate to the adjacent fagade and using stones removed below the window to raise the level of stonework on the columns by about one foot. Circiello also noted that he was applying for a city beautification grant. He explained that there will be a retractable awning that will extend out four- to five -feet, and that the windows will be accordion -style, trimmed in dark wood or copper rather than aluminum. HPAC members discussed the proposal focusing on the following points: • Skibby questioned that there were only color renderings and no scalable, architectural drawings or cross-sections of the proposal. Circiello emailed drawings to staff during the July 3rd meeting, and they were presented on screen and made part of the applicant's proposal. • After concerns were raised that the board and batten treatment as presented seemed too primitive, it was suggested that a solid color would help. It was noted that the boards are a solid color in walnut, and that the bats were shown in a lighter, contrasting color. Shostrom suggested that if the bats were not a contrasting color it would be more historically appropriate, and the applicant agreed to make that change. There was discussion of what color the stain would be on the walnut, with emphasis on selecting a single color and having a monochromatic treatment, rather than contrasting bats. (The applicant provided revised color and materials submittals dated July 22nd for inclusion in the packet materials, and additional new materials were presented at the meeting on August 7hand made part of the applicant's proposal.) 1 • Shostrom summarized the discussion and suggested that the existing treatment of the building is not historic, and the current proposal is an incremental improvement when the remainder of the building (Le. the Little Tokyo space) is not being fully addressed. • Emery discussed the awning, removal of the soffit and restoring the full window height and expressed hope that the columns can ultimately be restored. Shostrom expressed his preference that the awning be a stationary installation rather than retractable. Skibby noted that originally there were awnings that tipped forward, whereas these will unroll out. Emery concluded that he liked the design as submitted and had no issue with any of the details and felt that it was great as is. (At the August 7h meeting, the applicant presented additional materials including a new treatment of the columns which removed the stone on the columns on the Lumina frontage and committee members accepted this proposed treatment) Recommendation: Repp/Whitford mis to recommend approval of this application with the changes agreed to by the applicant during the July and August discussion and reflected in the August 7th submittal materials (included below).
