Ashland. Topics covered in the presentation:

B.Public Hearing-Consolidated Annual Performance Evaluation Report Review and
Approval (5:00-5:15p.m.)
Linda Reidgave a brief overviewof theCAPERand the process for our new
Committee members. OHRA and Maslow are the two organizations from the 2023
year that were awarded funds.Reid reviewed the progress made for both
organizations with their allotted funds.
Bass/Gilliand m/s. Voice Vote: ALL AYES. The Committee moves to accept the CAPER as
presented.
VI.UNFINISHED BUSINESS
A.Education and Community Engagement Planning Discussion Continued
(5:15-5:45 p.m.).
The date of the event is set for Thursday, November 14 from 5:00-7:00 p.m.
The location is still being determined.
Table themes and participants were discussed.
VII.INFORMATIONAL ITEMS
A.Liaison Reports
Reidattended a conference with the Department of Housing and Urban Development
(HUD) Staff. While at the conference Reid was able to speak with Brian Guiney, from
the Portland HUD field office, Guiney would love to bring Kristen Ray down to Ashland
with him to speak with elected and appointed officials about how HUD can work with
communities to work toward gaining more affordable housing.
B.General Announcements
The Unitarian Church is holding a public forum on Wednesday, Oct. 9 from5:30-7:30
p.m. where they will discuss the proposed plans for 2200 AshlandSt.
Southern Oregon Housing for Allcommunity forum will take place on Thursday, Oct. 3
at 10 a.m. in the Gresham room at the Ashland publiclibrary.

Last year the Housing and Human Services Commission held their annual

goal setting retreat on December 142024at the Ashland Library. At that
time, the following goalswere established:
2021 Goals for the Housing and Human Services Advisory Committee
Workforce Housing
o Cottage Housing (numerical goal)
o Housing For Young Families
o Higher Density Development
o Remove Requirements for Open Space
o Housing for all demographic groups
o Housing for SOU graduates
Identify barriers to housing support, are there ways that the
Committee can assist agencies that are struggling? Create a
survey to ascertain what types of help the Committee can provide.
Host an event to talk to organizations about how the committee can
support other agencies.
Review Air B&B regulations (AMC 18.2.3). Can these be changed?
How Does it work? How do complaints happen? How is compliance
gained?
Explore incentives for private market equity investors and
developers from outside the area.
Encourage the development of a diversity of housing types.

The HHSAC began the process of brainstorming about what the
Committee members might like to do/see/accomplishfor this year’s
event in July andhas identified some aspects that they would like to
include thus far, including making sure that whatever venue is chosen is
good for walkability, that the event had a social/interactive format rather
than a more formal educational forum format.
Items still left to be discussed/completed:
Communication and marketing- Create a pamphlet that gives a brief
description on each guest. Utility bill mailer to advertise the event, the
City Website, KDRV, Flyers, FB and IG.
What do we call it
The roles of each person in the room
Inviting City Council and what their roles would be
What is the main “take away” from this event- realistic resources
that people can use,
When, what date will it be on? – November 14, 2024,depending on
locations available.
“Cost Burden” Event Table Themes:
Eviction Prevention Landlord/Tenant Dispute
Resolution: Resolve/Makayla, Legal aid, info about renters’ insurance, Fair
housing/Senior/disability/special needs/ADA.

Unitarian Church:
Rich checked the Gresham Room at the Ashland Library for a Thursday evening
in November, butit wasnot available. The Unitarian Church space is not
available onNovember 14. The only Thursday that the Unitarian Church is
availablein November is November 21. Richfilled out a request form for
Thursday, November 21, from 5:00 p.m. to 7:30 p.m. The Committee could
advertise the meeting as 5:30 p.m. to 7:00 p.m. They may want a small rental
fee.
The Grove:
For all of the Thursday dates in November 3-4:45 would be available or AFTER
6:30pm on Thursdays.
Fridays are wide open if you want to consider something on Fridays.
Most other evenings are booked from 4-7pm.
