E"), B 6 As h la nd oll, &-'jon. -'jov TTY- 800.735.2900 September 27, 2024 City Recorder, City of Ashland',, Oregon I am writing -to express my interest in serving as, the Mun.icipal Judge for, the City of Ashland',, Oregon. Since beginiung my legalcar lerk for two federal 'udges who truly inspired me to develop the skills, and temperament needed -to be agreatJi'udge,, I tailored iny experience to serve a cominunity from the bench with integrity, fairness, anddeep legal knowledge,. I have served as the Judge protenipore in Veneta, Oregon since 2017 and in Cottage Grove,, Oregon since 202 L Currently,, I serve as, a board inember, of the Oregon Judge's Association which provides legal education to municipal Jud, ges in order to stay, current with the law and share ideas about how to best serve theircommunities from a practical standpoint,. As in resume describes indetail, I have a veryconsiderable knowledge of rignal law, y as well as, the inipol-tant practical aspects, of the work between prosecutors and defense attorneys. Through prosecutorial work in several municipalities for -ten (, 10), years, since 2,013,,, 1 have -tried several cn'minal, cases -to jury each year on average. in thecourse of providing pro tempore judicial services and prutorial services, I have significant experience with municipal law,, including analyzing city code to address s. ific issues and the pract ical issues of enforcement. in addition to building on past experience and technical understanding of the law judges should have adesire -to research areas, of the law with which they are not familiar. It is, important also to stay, current andapply the law in accordance with statute and decisions, of higher courts because that knowledge helps protect the City frorn liability. In my roles as, a judge and prosecutor,, I have found success by staying urrent on legislation, recent ,decisions and discussing these issues with my municipal judge colleagues throughoutthe state. My work within the Oregon Judges Association has taught me that judges are often called on by the City Council and court staff -to do more than just conduct court, but to take a long-term view with an eye for continuous improvernent. This, includes helping to definecourt procedures and how -those best interact with law enforcement attorneys,, and outside agencies suh as, the DMV,,,OJD, IOSP, and others. One unique skillset and Perspective that I bring -to court operations, is my ability -to guide implementation of rrent technology in appropfiate ways to reduthe burden on court staff and create efficiencies for the attorneys and law enforcement agencies that interact with thecourt. This includes the use of in -court audio/video equipment, ................... 11 f „fol r f W009OW IN`fP a, g e 8 of remote hearing technology, as, well as use of the out docket and docurnent managernent systerns. My judicial pail osophy focuses on respect transparency, and coimnon sense while hono I it correctly. Common sense in my ring the duty to be current on the law and philosophy means, that a 4'udge applies, their technical legal knowledge in a way that takes into account the real -fife experiences, of all participants in the court,, colmnunity standards,, and the City's, goals, as, set by the City Council. Applying the law in this manner creates an atmosphere of fairness and respect for the J'udi ial ystern by citizens. Municipal judges, represent the City to its citizens,, law enforcement, the County, and other stakeholders. The primary job of a judge is to show resp all -the participants who appear before them. The participants include victirns,,d, efendants, law enforcement, and attorneys,. The respect due is shown by listening attentively speaking respectfully,, and considering the unique circurnstances of each participant in light of thecorrect law while using coimnon sense without bias or, a self- aggrand izing attitude. An effective judge does not focus 11 nate. attention on their authority for its own sake, but rather uses, thatautl ority only when approp In iny view and experie , the judge must show the highest respect to their Lark and court staff who are in the work every day whid e -the judge usually only shows up forcourt. If selected I would work hard to shape a Court that reflects, the City's values by applying the law corrwith fairness and integrity. I look forw ard to speaking with you soon and can provide additional information if requested.
