A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASHLAND, OREGON,
DECLARING THE CITY COUNCIL' S INTENT TO INITIATE A PILOT PROGRAM FOR
PORTABLE BUSINESS SIGNS IN COMMERCIAL ZONES
RECITALS:
A. It is the intent of AMC 18.4.7 Signs, Site Development and Design Standards, to
"recognize the important function of signs and the need to safeguard and enhance the
economic and aesthetic values in the City through regulation of such factors as size,
number, location, illumination, construction, and maintenance of signs;"
B. AMC 18.4.7 prohibits portable business signs for businesses with permanent ground
signs and prohibits the placement of portable business signs on publicly owned right-of-
way (AMC 18.4.7.070; AMC 18.4.7.080);
C. The Ashland Chamber of Cormrrerce has approached the City of Ashland on their
members' behalf, requesting that the restrictions on portable sign placement be lifted for
local businesses;
D. The Ashland Chamber of Commerce cites the economic value that portable signs can
bring for attracting customers into local businesses;
E. It is the intent of the Ashland City Council to:
a. support local businesses;
b. better understand the impacts of portable signs; and,
c. prior to considering code amendments, evaluate if the impact of city municipal
code matches the intent.
THE CITY OF ASHLAND HEREBY RESOLVES AS FOLLOWS:
SECTION I. Ashland City Council directs the City Manager to design and implement a pilot
program that allows portable signs for businesses in commercial areas, provided that:
A. The pilot program lasts no longer than one year;
B. The pilot program sloes not interfere with pedestrian access, public parking, bicycle or
vehicle travel, or intersection visibility;
C. The City reserves the right remove any portable sign placed wider the pilot program that
the City deems a public safety hazard;
D. The pilot program does not include the display of merchandise in the public right of way;
E. The impacts of the pilot program are quantitatively and qualitatively evaluated; and,

F. A report is provided to City Council summarizing the impacts of the pilot program and
making a recommendation on whether to amend code language, extend the pilot, or
return to prior enforcement practices.
SECTION 2. This resolution is effective upon adoption.
