HomeMy WebLinkAbout2024-12-04 Historic MIN HPACCommittee Minutes December 4, 2024 4:00PM – 6:00PM Community Development/Engineering Services Building – 51 Winburn Way 4:00PM CALL TO ORDER Scharen called the meeting to order at 4:00 Commissioners Present: Council Liaison: Shostrom Jeff Dahle Skibby -Zoom Staff Present: Emery Derek Severson; Planning Manager Repp - Left meeting at 5PM Regan Trapp; Admin Support Scharen Planning Commission Liaison: Lisa Verner Whitford Bonetti Committee members absent: Brouillard READING OF LAND ACKNOWLEDGEMENT The Land Acknowledgement was read Scharen. (4:05) APPROVAL OF AGENDA (5 min) Committee suggested amendments to Agenda. There were no suggested amendments to the agenda. o (4:10) APPROVAL OF MINUTES (5 min) Historic Committee meeting of November 6, 2024. (4:15) PUBLIC FORUM (15 min) There was no one in the audience wishing to speak. HPACCommittee Minutes (4:30) LIAISON REPORTS (5 min) Councilor Dahle gave the Council liaison report. The 2 reading of the Commission and Committee ordinance was completed. nd Electrical Master Plan updates are starting to come together. Croman Mill has yet to submit their application to the planning department, but they expect it soon. The City has received funding for 'Rural Energy Savings Program (RESP)' on-bill financing where any utility customers will be able to fund energy efficiency upgrades with a loan repaid through their utility bills Reminder that Monday Dec 16 at 5:30 at Council Chambers is the th Commission/Committee appreciation event. Question/answer time with Council and Mayor for the first hour and then food and drinks provided after. Shostrom gave the liaison report for the Community Center Management Advisory Committee. Severson noted that the Community Center project has been bumped to the December 17 Council meeting. th The 4-person committee made up of architects, contractors and engineers, would like to simplify the presentation to the council so that it is understood. They are working towards remodeling and fixing what is there and they want to get information out to the public on the importance of going the remodel path and not destroying the building. Shostrom stated that there is a lot of misinformation in regards to the building integrity and they want to get it cleared up. Severson gave the staff report. The new committee and commission ordinance is moving forward, and staff are working on developing a handbook for all members. Sabrina Cotta will be attending the upcoming March 5 meeting to present the new ordinance to the Committee. th (4:45) DISCUSSION ITEMS (10 min) A. Review Board Assignments - January B. Discussion of the Preservation Plan. The Committee members discussed what was important to them as a group and what absolutely needs to be updated. The plan has not been updated since 2008. a)Getting education out to the Community in the following ways: Survey to the community -How can we provide resources to them? HPACCommittee Minutes Website updates Brochures Promotion of the Historic Preservation Awards b)Lots of changes have happened since 2008. Middle housing land division, covid and interest rates have substantially changed the duties of this Committee. What does “forward looking” look like? c)Severson to update section of “Types of reviews” and code references to what is current. d)Severson to update staff list on the plan. e)Severson to update Historic District design standards. f)All should review preservation plan to gain new input from new committee members. g)Severson to investigate what state incentives are still in place. Has that changed? h)Committee to look at questions in appendix. Severson to present a mark-up in the packets for edits and further discussion at The next meeting.
