V.NEW BUSINESS A.Review of the Annual HHSC Work Schedule/Workplan (4:15-4:35p.m.) Reid presented the Committees timeline for CDBG and the Affordable Housing Trust Fund Grants for the 2025 year. B.Beach Creek Request for Proposals Review and Recommendation(4:35-5:05p.m.) The Committee was asked by City Council to review the draft Request for Proposals for the six lots in the Beach Creek subdivision that were dedicated to the City. This City owned land will be offered as affordable housingunits. Six of the lotsmustbe built as cottage units, two lots can develop of single-family homes with or without Accessory Residential Units. This draft RFP will be presentedto City Council on 2/18/25 for review. Werthaiser recommends shiftingpoint 2(Organizational capabilities & Resources) to point 4(Project Funding Sources). The Committee made a motion to correct the order of the evaluation criteria for selection on page 11 of the draft RFP. Shifting point 2, Organizational Capabilities and Resources, down to point 4 Project Funding Sources. With this correction the Committee approves the draft of the RFP to the City Council. VI.UNFINISHED BUSINESS A.Community Engagement Planning Event Workgroup Report and Event Finalization (5:05-5:40p.m.) The work groupis comprised of Committee members NoahWerthaiser, Ashley Laube, Tiana Gilliland and Montana Houser.Houser led the discussion and shared the following with the Committee: RSVP List: People who have committed to the event and who need follow up. Publicity Plan:Flyers, Pamphlets, local news, social media posts website, Facebook, and IG. Fyler locations:School districts, Ashland food co-op, Head Start, YMCA, SOU. Food and Beverage: Appetizers and drinks will be picked up at Costco by a member of the work group. VII.INFORMATIONAL ITEMS A.Liaison Reports Councilor Bloomshared a couple highlightsfrom City Council: Page 2of 3 Housing And Human ServicesCommittee Draft Minutes The City Council passed the first reading of anewordinance relating to fees associated with natural gas. This ordinance will affect new residential construction only. City Council approved the 2200 Ashland St. master plan. Just a reminder that the pony wall that was constructed in the council chambers was built for safetyas requested by the City Judge. The space is used as a court room 5 days a week. B.General Announcements Committee Chair Fields encouraged the Committee to review ordinanceNo. 3245 which is on page 106 in the City Council agenda packet from the meeting on1/21/25. Business Meeting packet 1.21.24.pdf Rohde touched on the topic of Housing trust fund. On 2/15/25 the housing justice gathering group will meet at the unitarianchurch. Groups will come together under the banner of housing justice. Page 3of 3 ˝˵˽˿ DATE: February 21, 2025 TO: Housing and Human Services Advisory Committee FROM: Linda Reid, Housing Program Manager DEPT: Planning RE: City of Ashland ADU Program Overview An Accessory Dwelling Unit (ADU), also known as an Accessory Residential Unit (ARU) is a secondary, self-contained housing unit within or on the same property as a primary residence, typically designed for independent living with its own kitchen, bathroom and entrance. The City of Ashland has been developing amorecomprehensive program toencourage andfacilitatethe development of Accessory Dwelling Units (ADUs) within the city, recognizing their valuable contribution to the local housing landscape, and the potential for the addition of small housing units to provide needed housing that may be offered at more affordable rates. The City had previouslyimplemented policies that streamline the process for property owners, making it easier to create ADUs, by permitting them outright in all residential zonesand by simplifying the permitting processes for this housing type. This means that property owners in residential areas do not need to go through a Planning Action process. Instead, they can proceed directly with obtaining building permits for their ADUs. This expedited approach significantly reduces bureaucratic hurdles and expedites the development process, making ADU projects achievable for many property owners in the city. used forresidential use, this use aimsto enhance housing options, promote affordability,and support the diverse needs of residents.
