a.“We acknowledge and honor the aboriginal people on whose ancestral homelands we
work – the Ikirakutsum Band of the Shasta Nation, as well as the diverse and vibrant
Native communities who make their home here today. We denounce the egregious acts
of the colonizers and government and recognize the horrific impacts that still exist
today. We honor the first stewards in the Rogue Valley and the lands we live and depend
on: Tribes with ancestral lands in and surrounding the geography of the Ashland
Watershed include the original past, present and future indigenous inhabitants of the
Shasta, Takelma, and Athabaskan people. We also recognize and acknowledge the
Shasta village of K’wakhakha - “Where the Crow Lights” - that is now the Ashland City
Plaza.”

Remaining PAAC Budget (pending proposed projects)
In February the PAAC discoveredthat there were remaining rollover
funds from the previous year, as well as funds remaining for the
current fiscal year ending June 30, 2025. The total of these funds
was $25,593.89.
Shortly after, the PAAC was informed that any maintenance costs
incurred by the Public Works department would need to be billed to
the PAAC funds. The repairs for Velocity ($1,347.54) and the
additional costs of installation of the “Walking Upstream” crosswalk
($148) were then deducted from the PAAC available funds.
Since February, with the remaining available funds, PAAC has
recommended approval of funding to the City Manager’s office for:
two Playwright’s Walk plaques ($11,000 total), Fringe Festival ($1,000),
Mural Fest ($2,575), and the repairs of Ethel E. Reid and Inorganic
Compound ($2,000 for repairs on both art pieces). After all
deductions (pending approval and funding by the City Manager’s
office) this approximately $7,523.35 left over to use or rollover to the
next fiscal year.
Art Acquisition Process - Simplified
Once PAAC recommends approval of fundinga new project/art
piece, they will go through the selection process, select artists, and
then the recommendation will go to City Council for final selection
via “consent agenda” item through the staff liaison.

Project Approval Process -Maintenance
For maintenance needsof existing public art pieces, less than
$25,000 in cost, the PAAC is to follow the below process:
o PAAC makes a motion to conduct a maintenance project and
approves allocating $X of the Public Art Fund for that
maintenance project.
o At the next meeting, PAAC approves the meeting minutes
where the motion was made to approve the maintenance.
o Staff will email the approved minutes & project request tothe
City Manager’s office (Jordan Rooklyn)
Jordanwill follow the right process for getting a
contractor, paying a contractor, and making sure the
maintenance project is completed.
For projects in this cost range, the PAAC can
select the repair or maintenance person without
needing to go through an RFP process

If the project is more than $25K, itwill eithergetroutedthrough

Hi Veronica,
Here is the info from Dee to be included in the packet about the Guanajuato Hearts. She is
planning to be there to present it to PAAC. Can we put that early on in the agenda please?
Also, for Playwright’s Walk Update, can you please add June 22 planning subcommittee
formation?

The large metal hearts found in Guanajuato, Mexico are part of a larger
effort to collect and recycle various types of waste, including plastic bottle
caps, for charitable purposes, primarily to help children with cancer. The
hearts are collection containers that are set up in public places like malls
and plazas to encourage waste separation and recycling that is turned in as
a fundraising effort. Artist Gilberto Negocio has the hearts fabricated and
delivered to his house where he donates his talents in art form. These have
been distributed all over Guanajuato.
Hearts would cost $600 for two plus shipping and installation! Also - flying
up and housing the artist for the reveal would be incredible. The fabricator
has offered to donate their hearts and the artist is donating time. It’s just a
materials fee for Gilberto. He can get both done in 4-5 weeks and we could
have ready for reveal during the Guanajuato week celebration of 55 years of
Sister City in July!
Proposal for Mosaic Repair – Rio Amistad

Project Overview
This proposal outlines a request to approve and fund the repair of the Rio Amistad mosaic
located in Ashland, Oregon. The artist, Susan Springer, has submitted a plan to replace
approximately 150 chipped tiles to restore the piece to its original condition. This work
supports the committee’s ongoing commitment to preserve and maintain public artworks
throughout the city.
Scope of Work
• Tile Replacement:
Replacement of 150 chipped tiles, travel expenses, and labor of artist Susan Springer.
Cost: $600
• Pre-Project Cleaning and Surface Prep:
Site cleaning and preparation prior to tile replacement.
Cost: $200
• Labor Support:
A laborer will be required to assist with the physical aspects of the work, particularly
kneeling and on-the-ground tasks.
Labor may be sourced either from a city employee (estimated at $125/hour) or from an
external contractor. The exact hours required are unknown but estimated at two full
workdays.
Estimated Cost Range: $500–$2,000
• Post-Project Sealing:
Application of protective sealant after completion of the repair work.
Cost: $200
Estimated Total Project Cost
To allow for flexibility in labor costs and any minor unforeseen needs, we propose a project
cost not to exceed $3,000, our hope is to keep the project below $2,000 with labor costs
being our greatest variable."
Timeline
Work to begin after July 23, 2025, and be completed before the end of August 2025,
depending on weather, labor availability, and artist schedule.
Budget Source
This project is proposed as part of the 2025 maintenance budget for the Ashland Public Arts
Advisory Committee.
Recommendation
We recommend approval of this proposal to support the preservation and long-term
integrity of Rio Amistad, an important public artwork in our city’s collection.
