A.New Committee Rules Presentation: Sabrina Cotta, City Manager, presented the
new committee rules and answered questions.
B.La Clinica Street Outreach Team Presentation: Stephanie Casteneda and Bryan
Johnson from La Clinica provided an overview of the outreach programs in
Medford and Ashland and the coordination with the Medford Livability team.
C.Draft 2025 CDBG Action Plan Review and Recommendation:

rehousing section to reflect the language from the Consolidated Plan. Motion

RE: Rogue Retreat Debrief
The City of Ashland contracted with Rogue Retreat to operate the 2024-2025
winter shelter program at the 2200 Ashland Street shelter location. Rogue
Retreat also operated the inclement weather shelter during that time frame as
well. Committee members have been asking for an after action debrief report
on how the shelter’s service outcomes and any impacts to the neighborhood.
Committee members are encouraged to explore the data contained in the

RE: Discussion about touring OHRA to CDBG funded improvements
OHRA has completed the commercial kitchen project which was partially funded
with CDBG funding. OHRA is also now scheduling tours of the OHRA center. Does
the HHSAC wish to schedule a time to tour the OHRA center, see the new
commercial kitchen and dining space, and other improvements funded with City
of Ashland CDBG and other grant funds? Would this tour take the place of a
regularly scheduled meeting?

RE: Discussion about touring affordable housing units in Ashland
In 2017, the HHSAC organized an affordable housing bus tour as an education
and outreach opportunity. The flyer for that event is attached to this memo. Two
organizations have inquired about the HHSAC undertaking education about the
need for and benefitsof affordable housing as a tool to combat NIMBY-ism. The
affordable housing bus tour is an example of that type of activity. Does the
HHSAC have any interest in doing an educational event that includes a tour of
affordable housing units in Ashland?
