II.(4:10) LAND ACKNOWLEDGMENT
“We acknowledge and honor the aboriginal people on whose ancestral homelands we work – the
Ikirakutsum Band of the Shasta Nation, as well as the diverse and vibrant Native communities
who make their home here today. We denounce the egregious acts of the colonizers and
government and recognize the horrific impacts that still exist today. We honor the first stewards in
the Rogue Valley and the lands we live and depend on: Tribes with ancestral lands in and
surrounding the geography of the Ashland Watershed include the original past, present and
future indigenous inhabitants of the Shasta, Takelma, and Athabaskan people. We also recognize
and acknowledge the Shasta village of K’wakhakha - “Where the Crow Lights” - that is now the
Ashland City Plaza.”

Minutes
I.(3:30) CALL TO ORDER:
a)Welcome Susan MacCracken Jain will be leading the kickoff for the PAAC
Strategic Plan. Ken Engelund is joining via Zoom. Veronica Allen, Associate
Planner, is observing the meeting as she will likely be taking over the role as PAAC
staff liaison. Jennifer Chenoweth is leaving her position with the City, effective
December 6, 2024, and thus this is her last PAAC meeting. Peter Finkle of
WalkAshland is also in attendance. Paige Gerhard has resigned from the PAAC
and will be greatly missed. PAAC thanks Paige for the contributions she made to
the PAAC and continues to make in our community.

III.(3:45) APPROVAL OF MINUTES October 17, 2024, regular meeting
Ken Engelund motioned to approve the minutes with no corrections; the motion was
seconded. All AYES.

V.(4:00-4:15) LIAISON REPORTS
Liaisons:
a)City Council Liaison, Gina DuQuenne; No PAAC related updates, other than the Say
Their Name t-shirts have been vandalized again. A group discussion followed about
what can be done to prevent vandalism and better memorialize this artwork.
b)Ashland Parks and Recreation Commission Liaison, APRC Liaison Jim Bachman; Jim
Bachman absent (*Note, Liaison Bachman has never attended a PAAC meeting. No
APRC representative has attended (other than Rocky Houston who attended the last
meeting at the request of the PAAC) since Stef Seffinger was the APRC staff liaison).
c)Community Development Liaison, Jennifer Chenoweth; Jenn expressed her
appreciation for the PAAC and is sad to be leaving, but also looking forward to new
opportunities. There have not been any new updates on any of the newly proposed

forward. Ken, Cassie, and Jenn sent an email to APRC liaison, Parks Director,
Community Development Director, and Councilor DuQuenne requesting the contact
information of the APRC liaison and Parks staff member who will be joining the task
group for the MAP II project - which will be in compliance with the Art in Parks Policy.
VI.(4:15-5:50) STUDY SESSION TOPICS (take breaks as needed)
a)PAAC Strategic Plan Susan Jain to lead Strategy Update build on Strategy
overview and timeline from October meeting. Susan led the group kickoff meeting
for
Overarching theme is
who the users are.
Ken suggested as part of this process to look into updating the definition of Public
Art in AMC Chapter, 2.29.020 and subsequent sections of the public art code.
The initial focus is to gain UNESCO status in 10 years to coincide with OSF 100 year

anniversary.
Ideas where generated during a brainstorming session on whiteboard looking at
users local, non-local, public and organizations.
ACTION ITEM: Jenn will send the entire group the photo of the brainstorming
session and PAAC members are to bring the top 35 selections that were placed
on the board to narrow the focus.

b)Annual Workplan Update Cassie Preskenis to lead discussion on workplan for
upcoming City Council meeting presentation. The workplan was refined and new
ideas were added.
ACTION ITEM: Jenn will send the revised version to Cassie and Susan for a
presentation to the City Council and to Brandon (by December 6) to be included in
the Council Communication packet.
NOTE: Due to Study Session focus on Work Plan and Strategic/Master Plan update, Sections VII and
VIII updates will be deferred until December 19 meeting.
