PON Pilot Project Update
Coluincilapproved the PON Pilot Project i n the Spring ,of�2023111 with the goa�I , wf passing 500 hiornes per year with
fiber. Funding of$1 milliloni was approved andallocatedfrom F 's endingfuind balance. Due to delaysi i �i

Business Case
Ini l pres,entationT we will review the differences between DOCSIS 311.1 and PGN techniology. As Staff assessed
the overall long-term strategy of' going PON"' 100% earlier this year,, it was-determinied that the capital needed for
that would �be 3X the GOStof DOCSIS, 3.1 and 8X the amounit of time. As,,anexamplelto lu�ipgra,de AFN"s entire
planit to PON (whi&h would cover 90% ,of'Ashland),, it,is,roughly estimated at,$15,millillon over a 2-year
concentrated f6cuis, versus$5 million for DOCSIS 11 in 31,months. Further, by deplilloyJng DOCSIS, 3.1 now, AFN
could provide residents and businiesses access to,Gilgabit servicefaster, briniginig in customers,,muich so,onierthiani
PON deployrnentTandthe revenue generated ftolmthiis would fund the PON network. Thiis allows,fora,fuilly
e�n��t,e�r,pis,e-sust'ainabl�e,, capital iffrastructure deployrnent., Taking the primarily increased PON Gii,gabit customers,,
previoluisly mentioned above of 263, thiat only,equates to, aniadditionial $1173,,600 a year. ThluisT itwould �be a long

Comments (Leave this I am an Ashland resident of twenty-plus years living on Clay

requesting to speak dogs. I was in my fifties when I started this style of cycling there.
electronically.) What a thrill for my old bones!The trails up there were for hikers
and bikers alike. In time, unfortunately the trails grew busier and
grooves in the trails grew wider and deeper from foot and bicycle
traffic. I eventually learned walking with my dogs was inviting
danger due to the competitive cyclers who were picking up speed
on the trails. Finally, in a myriad of hiker only/biker only paths,
and the growing presence of more and deeper scars on our
forests' floor, an ugly network of arterials has grown. When I saw
the picture of the bike pump fixture, I was shocked at the
impression my eyes held. The forest's scars look just like the
pump whatchamacallit to me. Winding, up, down, snaking around
the bend, eating up the beauty of what once was green, alive and
growing.
Besides being a visual offense, the proposed "learning track",
while a thrill for some, requires an intrusion of peace, a chunk of
too much space, too much money, and increase of cyclists using
arterial routes getting there, and intrusion of sound unlike what a
park environment might hear.
My initial knowledge of what was to happen with this gifted land,
was a dog park and a park. To me, now in my eighty's, I
envisioned green grass, plants, trees,water, benches, meeting
areas, quiet and a place of relaxing. This is a neighborhood
where many retired older folk live. It is not affluent.
The disturbing items I heard at the Senior Center August 14th
meeting were: a)the focus on the bike (something) PUMP fixture
which has healthy interest for a small number of citizens and has
large financial and land demands: b) using of a narrow and quiet
neighborhood street for the main entrance: c)dismissing
consideration of Main street as a considered entry to the park: d)
adding pickle-ball courts (no amount of pickle-ball courts would
satisfy this growing sport)... my bias as a over-the-hill
racquetball athlete: e) many of the concerns I have heard around
Wingspread mobile home park regard cost. Le., how to
understand what fixed incomes can tolerate especially in today's
political upheaval, and the confusion over past, proposed,
potential, costs which wasn't understood.
My issue was seeing the "pump"whatchamacalit fixture spooked
my sense of reality seeing it as the main character in the park.
I personally see it as out of place, needing more space, requiring
different funding, and a goal for young bicycle enthusiasts to
work toward for funding and making it a reality. For now, cycling
in the hills can continue that destruction. The coach for the
current cycling team told me the boys ARE winning lots of races
already.
When I saw the proposed pump fixture my heart sank, it looked
dangerous to me, a scene of nature destroyed,

Comments (Leave this This message is regarding the E.Main Park. After attending the
section blank if you are park replacement meeting I came away with thoughts that
requesting to speak E. Main property was purchased with similar errors as 2200
electronically.) Ashland St.. It seems if parks had done their work prior to
purchase it would have known the street improvement expense.
It is understood the design of the park wants to be all to
everyone. It appears cramming so many activities into such a
small property only increases traffic and not one of those
activities gets the deserved space.
This could be a fabulous opportunity to keep the E. Main property
a small neighborhood park and use some of the property at the
golf course to develop a competitive sized bump track and pickle
ball courts with the over all goal of bringing tournaments to the
community- multiple day competitive tournaments that bolster
tourism and local economy. Maybe the special interest groups
could assist financially and sweat equity.

requesting to speak I am opposed to the location proposed off of East main Street for

Originally, I reads that the area was to be a neighborhood park:
with community gardens, walking paths, a dog park and a bicycle
area.
I have 2 dogs, am always looking for parks to take them to.
My main concern, is the location. I am already extremely
concerned how our park residents, and all residences living off of
Clay Street would evacuate in an emergency. A neighbor and I
recently drove around our park and all living spaces off of Clay
Street and counted at least 500 cars.
Aren't mountain bikes mainly driven on dirt paths, not asphalt?
