Agenda Item #3: Eugene Field Trip Report: Parker gave an overview of the St. Vincent De Paul (SVDP) organization in Eugene. Parker commented that it would take two days to see all of the programs that they have. Roxanne O'Brien is the director of the day use center. The money for the shelter comes from the county, the city and some other grant funds. They have a lot of community support. Ayars added that SVDP was approached by the City to offer homeless services. The day center is housed in a repurposed bank. Parker reported that she and Ayars toured several sites; the service station serves as the adult day center, it does not take anyone under 181 it has insulated pet shelters and serves two very simple meals a day, not full meals, and is open until 6PM. They are planning to open a commercial kitchen in an additional attached building that used to be used by the police dept. The kitchen will provide meals and serve as a job training facility. The State of Oregon Department of Human Services contracts with SVDP to train DHS program participants for the job opportunities and basic skills (JOBS)job training program in their mattress recycling facility. SVDP also employs 500 people making minimum wage with benefits to at their mattress recycling facility, it is the only place in the worked that recycles mattresses. SVDP also utilizes interns from the university to train clients. Parker and Ayars also toured the family day center which has more services targeted to kids. It is set up like a house, the people make their own food, they have a sick room where people can lie down they have a craft area for kids. Television is only allowed occasionally such as school holidays and only for a few hours. The family day center employs 6 1/2 regular staff people, job coaches and caseworkers; they do screening and background checks. No one is allowed to stay overnight. When the day center closes at 6:00 P.M. a 15 passenger van that SVDP rents from the county takes the families to the interfaith night shelter, which is a shelter that rotates between 60 volunteer churches. The churches serve dinner. SVDP also organizes a warming center which is activated at 30 degrees or below and rotates between 6 churches. The Eugene SVDP staff advised Parker and Ayars that the City start small with a small day use center and if implementing car park situation, to limit the number of cars parked in one place to only three, more cars than that can become rowdy. Eugene St. Vincent's also it operating two pilot programs; Huts for the homeless and Opportunity Village, a homeless camp like Dignity Village in Portland. Agenda Item #4: Sub-Committee Reports: a. Veteran's Court sub-committee report/update Lewis, O'Bryon, and Councilor Lemhouse are looking at a March date for the field trip. Paul Skinner from the VA is working on scheduling a breakfast meeting. The original field trip was cancelled due to snow. c. Car Park report/update Update for this item contained in the Eugene Field Trip report. d. Showers report/update Parker has heard back from the hospital staff regarding their emergency decontamination shower unit. They said no, the City could not use it because they were concerned that they would not be able to get it back to the hospital quickly in the event of an emergency. Agenda Item #4 Quarterly Report Discussion Sub-committee members looked over the amended report. It was suggested that a couple of items get added for clarification, the number of operational nights for each shelter and that the numbers of those taking advantage of the shelter are growing as the information is get out. The committee members asked that Reid try to get the revised report into the council packet before it goes out tomorrow. Agenda Item #5:Announcements/Public Comments Reid announced that the next meeting of the Jackson County Homeless Task Force will be held at the Community Center in Ashland on February 19th from 10:30-12:00.
