3. (4:05) Announcements (10 min)
3.1.Council Update
3.1.1. » (Graham) will advocate to include Climate considerations If Council
approves Medford wastewater feasibility study.
3.1.2. > Motion: I move the CPC Chair author a note expressing the
commission's request that if City Council moves forward with a Medford
wastewater feasibility study, that Ashland's financial contribution is
sufficient to address climate impacts. Shall moves / Kaplan seconds,
passes 5-1.

3.3.Other Announcements from Commissioners
3.3.1. » (All commissioners) please be aware of DLCD's Southern Oregon
Meeting (link) on October 25 for the Climate-Friendly and Equitable
Communities Rulemaking (link).
3.4.Reports from Representatives of Other Commissions
4. Public Forum must be submitted via the CPC contact form in writing by 10 a.m. the
day of the meeting to be included in the minutes.

5. Old Business
5.1.(4:15) Next Meeting: November TBD, 2021 (5 min)
5.1.1. > Commission agrees next meeting will occur November 18th 4-6:30pm.
5.2.(4:20) Vice-Chair Election (5 min)
The Vice-Chair of the Climate Policy Commission will:
Assist the Chair and City Staff with developing agendas and packet materials
for commission meetings
Facilitate the commission meetings when the Chair is not able to attend

Represent the Climate Policy Commission in meetings that the Chair is unable
to attend
Work with the Chair to deliver the annual report to Council on behalf of the
Commission
Assume the Chair role at least as an interim in the event that the Chair can no
longer fulfill their obligations
5.2.1. > Barth nominates Mallette for Vice-Chair. Brown/Kaplan seconds?

5.3.(4:25) Commissioner Recruitment (1 min)
5.3.1. » (Barth) will contact mayor and request moving forward with
applications in process.
5.4.(4:26) Formal Planning - Mallette (4 min)
5.4.1. » (All commissioners) Be aware of upcoming meetings Transportation
System Plan November 2 (link) / Water Treatment Plant November 15
(link). TAP and Stormwater masterplan will likely be approved in 2022.
5.4.2. » (Brown) will continue following Housing planning activities and will
monitor upcoming production strategies.
5.4.3. » (Graham) will look into status of Transportation System plan grant
funding.
5.4.4. » (Shall) will send Oregon Dept of Transportation procurement info to
Council Liaison.
5.5.(4:30) CPC Council Study Session Process (30 min)
5.5.1. » (Barth) will update item 5.13 in the attachment to include an assessment
of low-income households and equity considerations
5.5.2. > Commission generally agreed with the Study Session Process
attachment.
5.6.(5:00) Clean Buildings - Home Energy Score - Green (20 min)
5.6.1. (Commissioner Brown departs 5:02)
5.6.2. » (Green) will find out how long the score remains valid.
5.6.3. » (Green) will find out if analyses exist showing how the program has
translated into emission reductions in Portland.
5.6.4. » (Green) will invite Oregon Dept. of Energy and/or Earth Advantage to
the next meeting.
5.6.5. » (Green) will fix link to Austin, TX home energy score study in packet
(new link)
5.6.6. » (Green) will add section to proposal to discuss operational costs and
housing affordability.
5.7.(5:20) The Path Off Fossil Gas (40 min)
5.7.1. Fossil gas policy recommendation
Is there a motion to approve the following as CPC's policy recommendation?
"Consistent with its charge and consistent with the adopted Climate and Energy
Action Plan, the Climate Policy Commission, recommends the City of Ashland
develop a specific timeline in which new fossil gas infrastructure shall cease to

be built, including new service connections. CPC further recommends that all
existing gas equipment and appliances be electrified as they reach the end of
their service life."
5.7.1.1. > Mallette motions / Kaplan seconds. Mallette withdraws motion.
5.7.1.2. > Commission expressed general agreement to incorporate the
above recommendation into future communications to council.
5.7.2. Outline for Ashland's Path Off Fossil Gas — Mallette
5.7.2.1. » (Mallette/Barth) will continue developing the Path Off Fossil
attachment to prepare for use at a future study session and within the
eventual CEAP update. Study session may include a description of
community-based process and potential City leadership opportunities.
5.7.3. Avista Communication comments/approval - Barth
5.7.3.1. > Commission generally agreed postpone putting the attached
communication before City Council until after the proposed study
session "Path Off Fossil Gas".
5.7.4. Avista Questions comments/approval- Barth
5.7.4.1. > Commission generally agreed to finalize list of questions after the
next Avista presentation is scheduled.
6. New Business
6.1.(6:00) Nuclear Free Zone Ordinance - Barth (10 min)
6.2.> Motion: I move the chair be authorized to send the memo in the packet to the
City Council. Shall moves / Mallette second (with addition of decommissioning
as discussed). Passes unanimously.
7. (6:10) Wrap Up (20 min)
7.1.CPC Look ahead
7.1.1. > Commission agrees to work on topics identified (Home energy score,
City fossil gas opportunities, community path off fossil gas, carbon note)
and will review progress next month.
7.1.2. > Commission agrees there's no need to decide which item will go to City
Council first.
7.1.3. » (All Commissioners) review Commission look ahead and provide status
and comments to Chair.
