Paige Prewett and Jim Hartman were absent. City Council Liaison:Alex Amarotico Staff Liaison: Dick Wanderscheid, Larry Giardina Student Liaison: none present APPROVAL OF MINUTES Chairperson,Alex Amarotico asked for an approval of the January 26, 2005 minutes. Commissioner Finney moved to approve the minutes as stated and Commissioner Krippaehne seconded the motion. Voice vote:all Ayes. The motion passed with a unanimous vote. The minutes of the Conservation Commission Meeting of January 26, 2005 were approved. TRAINING SESSION The City Recorder, Barbra Christensen and the Assistant City Attorney, Mike Reeder did a presentation on Public Meetings, Records and Ethics. PUBLIC FORUM None present ASHLAND SANITARY & RECYCLING UPDATE: Commissioner Chapman announced all of Ashland Sanitary events are on the web site and brought a copy for the Commissioners. OLD BUSINESS Adoption of 2005 Goals • Research and recommend ways for the City to continue and possibly expand the City's commitment to purchasing or encouraging Green resources as a part of the City's power mix. • Research and Implement ways to more effectively market: Commercial Green Waste Participation The Renewable pioneer/Green Tag Program The Adopt a Street/Storm Drain Stenciling Program The Green Business Program The City's Water Conservation programs, possible including Rain water and Grey water initiatives • Continue the conservation Commission's educational classes and outreach. • Continue to support the cities for Climate Change initiative. Commissioner Chapman moved to approve the goals as stated and Commissioner Krippaehne seconded the motion. Voice vote:all Ayes. The motion passed with a unanimous vote. The draft goals for 2005 were adopted. Adopt a Street/Storm Drain Program Cathy Cartmill was not able to attend, but submitted a written report to the Commission updating them on the Adopt-A-Street program and the Storm Drain Stenciling Program. Commission members discussed using volunteers or hiring at risk youth through Jackson County to do stenciling. Staff member, Larry Giardina volunteered to research and report back to the Commission. Rain Water/Grey Water Issues Larry Giardina presented a report to the Commission on Building Code Provisions for Greywater, Reclaimed Water, Harvested Rainwater and On-Site application of Rainwater. https://old.ashland.or.us/Agendas.asp?AMID=2086&Display=Minutes 3/7 8/26/25,9:50 AM Regular Monthly Meeting-Conservation and Climate Outreach Committee-City of Ashland,Oregon Commissioner Krippaehne stated the original purpose of the research was to discuss regulatory impediments to rainwater harvesting and hoped to discuss incentives for residential applications. The Committee discussed different areas and ideas and talked about the City of Portland's storm water management manual. Mr. Wanderscheid remarked that one of the Council Goals this year is to review water conservation savings and the Conservation Department would also present any reports they give to the City Council to the Commission. NEW BUSINESS Compost Classes Commissioner Chapman expressed the desire to better advertise the compost classes by the City and he would include some advertisement with his Ashland Sanitary ads. Mr. Wanderscheid offered to contact Claudia Law about teaching the classes again, and the Committee was interested in holding the classes in May, June and July this year. Budget$2,935.00 No changes to the budget. Mr. Wanderscheid announced the annual Association of Oregon Recyclers will be held in June 23, 24, 25 at Eagle Crest resort in Redmond, and if any members wanted to attend the Commission would reimburse members for tuition and mileage. SUBCOMMITTEE REPORTS 1. Historic Conservation No report. 2. Education/Events Earth Day Event April 23, 2005. 3. Green Business Mr. Giardina announced Helping Hands is now a green business and his department is receiving more interest from businesses becoming green businesses.
