April 27, 2005— 7:00 p.m. Community Development Building 51 Winburn Way Ashland CALL TO ORDER Chairperson Amarotico called the meeting to order at 7:05 p.m. in the Community Development Building. City Council Liaison:Alex Amarotico Staff Liaison: Dick Wanderscheid Student Liaison: none present APPROVAL OF MINUTES Mr. Chapman corrected the final motion below to exclude his name from the reimbursement: Commissioner Finney made a motion to reimburse Russ Chapman and Paige Prewett for tuition and mileage to attend the AOR Conference. Commissioner Chapman moved to approve the minutes as amended and Commissioner Bennett seconded the motion. Voice vote:all Ayes. The motion passed with a unanimous vote. The minutes of the Conservation Commission Meeting of March 30, 2005 were approved. PUBLIC FORUM Aldinia Grace/349 E. Main St. Ste 3 presented a brief overview of the World Wellness Weekend for any members that were not present at the last meeting. ASHLAND SANITARY & RECYCLING UPDATE: Commissioner Chapman reported Ashland Sanitary had approximately 150 latex paint customers and around 27 yards of material, and the event was well attended. The hazardous waste is May 6th and 7th Mr. Chapman also mentioned the City Source printed in error the compost classes would be on the second Tuesday, but is actually on the second Saturday- May 14, June 11, and July 9. OLD BUSINESS WORD WELLNESS WEEKEND SPONSORSHIP DISCUSSION The members discussed with representatives from the World Wellness Weekend different options for sponsorship. Commissioner Hartman spoke in favor of purchasing more green tags to further pay for the cost of transportation from outlying areas. Commissioner Krippachne moved to purchase 25 green tags in the amount of$325.00 in support of the World Wellness Weekend. Commissioner Hartman seconded the motion. Voice vote:all Ayes. The motion passed with a unanimous vote. Mr. Wanderscheid brought up the second issue of sponsorship between the Conservation Department and the Conservation Commission. Discussion followed about different aspects involved in sponsoring such as individual schedules, presentations, and shifts for maintaining a booth. Mr. Wanderscheid explained to the World Wellness Committee that he would get back to them by the end of the first week in May whether or not the Conservation Commission and the Conservation Department would take part in a sponsorship. The World Wellness committee asked staff and the Commission to contact the City Manager to let them know about the sponsorship. UPDATE ON EARTH DAY Commissioner Prewett reported a successful Earth Day Event with at least 2,000 citizens present and 54 exhibitors, up from 36 last year. RVTD reported a total of 210 free rides were given that was a reduction of approximately 50 cars. There was discussion about the Commission purchasing a canopy out of this year's budget that would be used for this event and also the farmer's market place and other events throughout the year. NEW BUSINESS A. AOR Conference Attendance B. Budget$2,864.00 AOR Conference Commissioner Chapman and Prewett plan to attend. Budget Commissioner Bennett made a motion to buy a canopy. Mr. Wanderscheid summarized: Green Tags approx 325 Ad for Adopt A Street approx 400 Canopy approx 300 AOR conference for Commission Prewett North Mountain Park Project JPR Commissioner Prewett reported cost associated with advertisement on envelope tails to be approximately 1,500.00 for 30% recycled paper.Also discussed were different options of printing on the existing envelope. Commissioner Prewett discussed the important of a strategy for marketing green tags Commissioner Prewett made a motion to authorize the Commission to spend up to $400.00 on the Adopt a Street ad that includes Renewable Pioneers and also to spend up to $350.00 on a canopy. Commissioner Chapman seconded the motion. Voice vote:all Ayes. The motion passed with a unanimous vote. Other items discussed for budget consideration were a sign for the transfer center, JPR sponsorship and advertising on envelopes. SUBCOMMITTEE REPORTS 1. Historic Conservation 2. Education/Events Larry Giardina will organize another solar tour. Other ideas discussed for tours were previous tours: permaculture, Water catchment, gardening and Winter gardening. 3. Green Business COMMISSION ITEMS NOT ON THE AGENDA Commissioner Carlson expressed her desire to receive a report from staff concerning water conservation and energy conservation. He also explained about energy consumption based on population, seasons and technology. He cited the Citizen Utility Board that did a study in 96 and stated Ashland has the lowest per capita of consumption than any city in the State of Oregon. He attributes the success in large due to the Conservation programs the City of Ashland supports. Next meeting scheduled for May 25, 2005. ADJOURNMENT Meeting adjourned at 9:00 pm.
