Kate DeWayne, Carol Carlson and Jim Hartman were absent. City Council Liaison:Alex Amarotico Staff Liaison: Dick Wanderscheid APPROVAL OF MINUTES Chairperson Amarotico asked for an approval of the August 24, 2005 minutes. Commissioner Finney corrected the spelling of his name. Commissioner Chapman made a motion to approve the minutes of August 24, 2005 and Commissioner Krippaehne seconded the motion. Voice vote: all Ayes. The motion passed with a unanimous vote. The minutes of the Conservation Commission Meeting of August 24, 2005 were approved. PUBLIC FORUM Huelz Gutcheon, spoke to the Commission about his project Dapper Delves Solar Learning Center, which he hopes will house homeless and ultra low income people in a maximized solar collective building. This project is not funded and still in the beginning developing stage. Commissioner Chapman asked Mr. Gutcheon if he had any pictures or drawing available, but he did not at this time. ASHLAND SANITARY & RECYCLING UPDATE: Commissioner Chapman reported there was a total of$95.80 left out of the $500.00 grant given to Ashland Sanitary for recycling fluorescent bulbs. The members discussed increasing the grant. Commissioner Finney made a motion to add another 500.00 to the Ashland Sanitary Fluorescent Recycling Grant. Commissioner Krippaehne seconded the motion. Voice vote: all Ayes. The motion passed with a unanimous vote. Historic Conservation 2. Education/Events Mr. Wanderscheid reported on the Solar Tour, remarking seating for the buses would be first come, first serve. He expects a large turn out this year. Mr. Wanderscheid also remarked his Conservation Department was supporting discussions at a Interfaith group regarding solar this week. 3. Green Business Chairperson Amarotico asked the Committee about reorganizing the Green Business subcommittee. Commissioner Finney volunteered to meet with interested parties. Commissioner Prewett remarked 5 new businesses signed up for renewable pioneers and Shop N Kart is doing the Green Business Program. COMMISSION ITEMS NOT ON THE AGENDA Mr. Wanderscheid reported the Conservation renewable pioneers envelopes have been printed and will be distributed during 4 mailings. Mr. Wanderscheid updated the Commission regarding the Planning Commission's vote to forward to the City Council proposed changes for the Density Bonus requirements. The issue will be brought before the Council early in November. Mr. Wanderscheid reported to the Commission about his work and recent meetings with renewable resources explaining there were new rules with government tax credits and Bonneville regarding conservation renewables. The utility envelopes will start soon, along with a City Source article for October and November. Post cards will go out the same time as the envelopes. JPR underwriting has already begun and will continue for 10 weeks. She also brought some brochures, the Commission had made a donation to help make out of last year's budget. Commissioner Prewett brought up for discussion renewable pioneer businesses supporting a commercial spot for AFN and the Commission financially supporting air time. The members discussed various options. Commissioner Krippaehne made a motion to allocate out of the budget$200.00 to run a promotion of renewable pioneers sponsored ad forAFN. The motion was seconded by Commissioner Bennett. Voice vote: all Ayes, one obstained. The motion passed with a majority vote. ANNOUNCEMENTS Commissioner Chapman recommended a book Garbage Land and the author would be on Jeff Golden's show September 30tn Commissioner Prewett commented on Risa Buck's article in Home Power Magazine. ADJOURNMENT Meeting adjourned at 8:32 pm.
