Attendees: Risa Buck, Stuart Corns, Ross Finney,Jim McGinnis, Kerry KenCairn and Tracy Harding. And Jim Hartman. . Russ Chapman was not present. City Council member and Chair: Dave Chapman Staff representative: Dick Wanderscheid APPROVAL OF MINUTES Chairperson Chapman called for the approval of the minutes for March 19, 2008. Voice Vote:All Ayes. The motion passed with a unanimous vote. PUBLIC FORUM James Akins/1099 Oak Knoll was present. ASH LAND SANITARY& RECYCLING UPDATE Risa Buck presented updates for both March and April. Events: Master Recycler Program, March 31-May 19. Latex Paint Collection, April 18 & 19 Household Hazardous waste/nursery plastics, May 11 -June 2 Discount Day for brush, leaves, grass, and lumber, 3.50 a load. Composting Classes June 14,July 12, Aug 23, and September 27th from 10am to noon at the Recycle Center. Earth Day unofficial number:2,000.00. Manual Grinder debuted, with youth educating at the collection banks. The outside event generated (3) 5-gallon buckets of garbage. Association of Oregon Recyclers (AOR) conference -Seaside, ORJune 5-8. Sponsored Talent Elementary Schools'attendance at the Oregon Green Schools Summit in Salem. (4) Fifth grade students attended. New Jackson County Recycling Directory is now available and can be downloaded from Ashland Sanitary's web site: http://www.ashiandsanitary.com/contact.htmi OLD BUSINESS Adoption of Goals 2008 Commissioner Buck made a motion to adopt the Draft Goals for 2008 and Commissioner Ken Cairn seconded the motion. Solar Pioneer 11 Dick Wanderscheid gave a brief overview of the Solar Pioneer II program and the upcoming marketing campaign. 363-175 watt panels will be placed on the covered storage building located at 90 N. Mountain Park. Each panel cost $825.00, and citizens may purchase full panels or�/2 or 1/4. Mr. Wanderscheid explained the initial campaign would be to familiarize the public with the Solar Pioneer II Project. Chairperson Chapman reminded the Commission there was a motion on the table and called for any further discussion. Voice Vote:All Ayes. The motion passed with a unanimous vote. Update on July 4th Activites Commissioner McGinnis updated the Commission about the proposal to the Ashland Chamber for the 4th of J u ly Event. There was discussion about the Conservation Commission endorsing a float for educating people about recycling and also involving youth participation. Commissioner Buck reminded the Commission about a "Reduce/Reuse/Recycle"theme, not just recycling when it came to educating the public. Commissioner McGinnis clarified the 4th of July Committee asked for a proposal, and Commissioners McGinnis and Chapman have been working on a proposal to submit. This proposal includes a variety of suggestions including a float, suggesting parade participants use recycle materials, water available so people can have an option to refill bottles, and compostable plates and utensils at the food booths. Commissioner Buck explained the difficulty in managing a compostable site for Earth Day with 2,000 people in attendance. The Commission discussed different ideas to accommodate the size of the 4th of July event. Commitment to Community is the theme for this year. Dick Wanderscheid gave the Commission some history regarding the Commission's presence during this event mentioning they have had a lot of floats, but the amount of time and effort to organize and participate was more than what the Commission could sponsor each year. Commissioner McGinnis offered that any Commissioner or their families could participate. Green Businesses has now completed their13th business walk through and Commissioner Buck explained the team's challenge is to view all businesses as an opportunity no matter what the business, because some can be very challenging. The Committee requested the City of Ashland become certified, and the City is starting with different departments. They are also working on getting a new logo and the next meeting would be May 22nd. NEW BUSINESS Budget Items AOR membership is listed as 90.00 and should be 190 dollars, leaving $706.50 left in budget. The Commission discussed coupons/purchasing/showing the public how to build compost bins, since there are only 24 bins left. The Commission decided to bring this topic back for the next meeting. Commission Recognition All Commissions/Committee will be represented and recognized along with an opportunity to converse with the public about the Conservation Commission and for them to meet the Commissioners. ITEMS NOT ON THE AGENDA Dick Wanderscheid showed the "car flyer"that was including in the daily tidings ad. Commissioner Hartman thought a decal might be more popular with drivers. Mr. Wanderscheid told all Commissioners that in April 30th, there would be a Community Discussion to promote a positive, political process to engage sustainable community participation and to inspire collaboration from 6:30- 9:30. ANNOUNCEMENTS Next Meeting is scheduled for May 28, 2008. Commissioner Harding announced the Bike Swap on May 10th, Need volunteers.
