Topic: STAR MATRIX for community-wide sustainability planning.
Want the Council to be aware of what we are working on around sustainability.

What are we asking of council?
o We would be asking the city to adopt it as a framework for the
community, using it for city planning and goals setting as well as
community planning, etc. (because the city is part of the greater
community)
o Ask the council for support for our continued efforts on
o Use prioritization to move some actions forward
o Have them agree to the core principles
o Have it as a study session (have Rich request it?)
o Make sure they understand that we are already doing a LOT of these
things -Ashland is already well-on the way to sustainability
o Helps identify where they need to take more action
o They don't need to immediately take action on all of these -very
flexible, but it needs to start moving forward. Its time to implement
the community sustainability effort. Phase it in (see steps below)
o Different phases -
■ Phase 1 - start by using the framework for every council,
departmental goal setting- might even save time, help
prioritize.Also city departments.At end of year, report what
they did, how they used the matrix,what types of decisions
were made and actions implemented because of it.
■ Phase 2 - dedicated staff(preferably dedicated new staff)
within 2 years (at least half time) and STAR membership
■ Phase 3 - Build cross-departmental and community
partnerships for a more integrated and collaborative approach
to sustainability
■ Phase 4 - Reassess -what works well/doesn't work well,
where is the progress, how much staff time is needed?
o Would need a city staff member as the community lead (Sustainability
Coordinator)... dedicated staff for expanding to a community level
Assignments:
Roxane will make an example matrix.
Jim will make sure and include brochure in packet for commission
Marni will get Adam's input to the matrix, and make sure it gets in the April packet
Marni will make sure we request to be on the Council agenda for august- 20
minutes
Marni will make sure we get 15 minutes on the Commission agenda for April
