CALL TO ORDER: 5:35 PM II. INTRODUCTIONS Tony Kerwin (FLC Chair), Dan Maymar, Craig Gorson, Mary Main, Bill Hicks, Will Thompson, Chirs Iverson, John Williams, Gary Pool, Melody Noraas, Albert Peppy, Chief John Karns and Kimberley Summers. III. IV. PUBLIC FORUM -None V. ADJUSTMENTS TO THE AGENDA -None VI. BUSINESS A. Ashland Forest Plan Update—Public Forum Tony Kerwin spoke about City of Ashland Forest Lands, 1100 acres total 795 in Ashland Creek the original plan was written by an advisory group in 1992 and has a lot of out dated information. How would you like to be involved in our re-write of the Ashland forest plan?We need to determine objectives with current information and what some of the management strategies outline should entail and how that can be written. Bill Hicks talked about his concerns in the Ashland Watershed and the technology that he could provide. Marty Main spoke about Bill Hicks expertise in this field and how he is very knowledge able about our terrain, soils and slope stability in the Ashland water shed. With the digital imagery that he can provide for a reasonable fee it can help us understand the watershed and he can propose a process for slope stability. Bill Hicks has been doing this type of work for a long time and has been a resident of Ashland since the 1970's. He has provided hand outs and 3D glasses so we can get an idea of the process. By contracting Bill Hicks to collect the Data on the Ashland Watershed slope stability we can confirm that we are headed in the right direction. He can help with the ground design of cutting trees and slope angles. This is an additional tool that we can use because technology has improved over the last ten years. "Form of monitoring". Marty will take it back to the Forest Service to help demonstration to them on how critical this could be comparing the current and old data. He could talk to Paul Galloway to see if he would like to take a look at the software and meet with the developer who will be in town in the next month. Tony Kerwin asked if we should develop a committee for technology development for over the next 10 years of this project. Tony Kerwin (FLC Chair) creating a sub-committee to developing objectives should be our next step. Volunteers Dan Maymar, Tony Kerwin, Frank, John Karns and Marty Main. B. AFR Project Update Mary Main is making an effort to finalize the master SPA agreement in the next two weeks. Forest Service, City, Nature Conservancy, and Lomakatsi Restoration project all have divine rolls in the project. This project has taken a lot of time and work we are close to having a finalization of master stewardship agreement and the supplemental project agreement and should be signed together. The deadline was March 1 St but should be completed in the next 2 weeks for final approval. Move into the next phase project design with technical review and a public review, lay out. Each step along the way we have a technical and a public review team to involve everyone. Chris Chambers developing a number of ways for students, volunteers, and the Web-site available to the communities. Symposium in June on AFR one day event . Alyssa Arp from the college is heading it up. City was the first to approve the ASA and the SPA agreement. Marty Main was asked if he has any information regarding the lawsuit, not at this time we are still moving forward. Chief John Karns said that we will know more after our next council meeting on the 16th Tony Kerwin said that the next step is with public outreach for PR; Talking to the press. Public Outreach Plan Watershed Map Project The Ashland Forest Lands Commission is sponsoring an Ashland Watershed Map Contest. Chris Iverson said that several local artists around the area have contacted him to get more information on the Map Contest. The Deadline for the Black and White Submission is on April 51h. Should we display the maps by hanging the Black and White Submission in the community at several different locations (Fire Station, Art Gallery, Science Works, Library, City Hall) Then displaying the winning artists map at all of the above locations including the City Source and a larger image at Science Works The winning drawing will be chosen by the Forest Lands Commission, the Arts Commission and the SOU Arts Department. We may need to choose one representative from each group to help with quality control issues that come up with the submitted maps and help pick the winning map. In this smaller review group they may need to help with the following: • Technical review, commercial review for the overall appeal of the map for the community. This should indicate the value of the water shed to our community • Art direction, color, text, overall art appeal • Educational criteria may need to test market the map, with additional focus group. • Additional information is posted on the Web site. Chris Iverson will contact the Ashland Daily Tidings to run article and/or do a letter to the editor, once the letter is completed he will run by the group for approval. D. Public Outreach Plan Watershed Engagement Plan Chris Iverson, one of our next steps should be to make a video with the Mayor John Stromberg and the Fire Chief John Karns. Getting the information out in the public is essential. Rick Shaw did a video for the meals tax, (Teacher at the middle School) In addition we may want to make a brochure. Chris Chambers takes the lead on the hikes in the watershed, dates for hikes TBA June and July. Marty Main forest lands commission, targeting a handful of key segments in the community and inviting them on the hike (Rotary Club, Real Estate Agency Group, Etc). Melody Norass said that the Parks department is working on getting demographic done for people living within our community and the City of Ashland. GAfire\FOREST\M1NUTES\201March 9th 2010.doc E. Commission 3-Year Goals Tony Kerwin said that we need to develop a plan to maintain the objectives. Chris Iverson and John Williams both said that an overlap is taking place with the community engagement group. The Ashland Forest Lands Commission will have a booth again this year at Science Works for Earth Day. VII. COMMISSIONER COMMENTS VIII. REVIEW AND SET COMMISSION CALENDAR/NEXT MEETING A.
