I. CALL TO ORDER: 5:30 PM

Frank's name was not included on the list of attendees and Jeff's name was listed
twice.

VL BUSINESS
A. Ashland Forest Plan Revision
Maymar reviewed the Upper Bear Assessment and is seeking direction for which
parcels that we're addressing. Frank suggested looking back at the 1992 Forest
Plan. Siskiyou Mt Park was included in the 1992 document, but not Oredson-
Todd. Oredson-Todd is included in the current update. There are other Parks and
City parcels that were not in the original plan, or in the current update.
Strawberry-Hald and the Lithia Hillside are the two largest pieces in the city that
are not addressed. Fire management and invasive species are high priorities on
every one of the City's parcels, Parks included. Some of the properties outside of
the original plan might even be more important for fire management than some of
those included, and also have trails through them. Chambers pointed out that not
having properties included in the Plan makes it more difficult to justify budget
dollars. Now would be the time to decide whether or not to include them.
Chambers suggested a second tier of properties where ire management is the
primary goal, but wouldn't have to be described at the same level of detail as the
other properties. Maymar asked Frank for an update on people's assignments and
Frank has Williams on water, Pepe on social/recreation, Maymar on forest
conditions, and Frank has inventory and data. Dan suggested updating the table of
contents and organization including definitions. Frank looked at the documents
we've produced in the past and came up with a long list of attributes to describe
conditions, 57 in all right now. Frank would like to see the stream classifications
mapped out, soils for units, landslide zones, historic forest conditions (from The
Nature Conservancy), common unit numbering, and some changes to units. The
data we have for City lands is impressive, and should be linked in a GIS database,
which wouldn't take a whole lot of work. The City has historically collected data

for making land management decisions and as funding allowed. Once the data and
attributes are in GIS, it is highly accessible for budgeting and decision making.
Frank will be going out with the Forest Service entomologist on Friday to
Siskiyou Mt Park, and all are welcome to join. Jeff shared recent work he and
City GIS technician Lea Light compiled for Siskiyou Mt Park, primarily of
treatments completed by year. Marty has used similar mapping to show different
and often competing objectives in juxtaposition to each other.
B. Update Commission 2-Year Goals
Chambers will send the prioritized goals from last month.
C. Trails/Recreation Update
Frank has included infrastructure in the attribute list. Jeff presented maps and a
description of a proposed reroute of the Alice in Wonderland Trail in conjunction
with AWTA and the private landowners. Jeff will continue working on it.
D. AFR Project Update
Chambers explained the upcoming AFR helicopter thinning work to encompass
the White Rabbit area, Four Corners, and Winburn Ridge in AFR. It will also
include 74 acres of the City Winburn Parcel. Chris is meeting with trails groups
and the Forest Service to work out trail closures during the work. He expects
work to be active from the first week of March to at least May 1.
