I. CALL TO ORDER: 5:30 PM
John Williams, Chris Chambers, Frank Betlej ewski, Dan Maymar, Albert Pepe, Marty
Main, Jeff McFarland, Stefanie Seffinger, John Karns
II. INTRODUCTIONS
None
III. APPROVAL OF MINUTES: December 1 oth minutes
Item C. last paragraph sentences 3 and 5, source of the information is the
AFRCA. Last sentence should include "common hardwoods and shrubs, whether
the parcel had signs of a recent burn, and human activity."
Seffinger motioned to accept as amended, Maymar seconded and all voted in
favor.

VI. BUSINESS
A. Commission Vacancy
Williams spoke to Keith Massie, but he wasn't in the position to apply at this
point. There wasn't anything new regarding the applicant Keith Whitman from
December.
B. Trails/Recreation Update
McFarland spoke about the impending agreement for the Alice in Wonderland
easement over the Palen property. Negotiations between AWTA and the owners
aren't working out at this point. Parks and AWTA will stop contacting the owner
for now. Parks may go ahead with easements on the other two properties and the
surveys to make it official. This may emphasize the need for a trail called Red
Queen that skirts the Palen property. There will be further discussions about the
future of this trail and easement. McFarland passed out information regarding
recreational immunity for landowners that was discussed at the last meeting. A
key provision is that use of the land is free to the user. Parks is also working with
neighbors to improve a section of trail off Lisa Lane.
C. Ashland Forest Plan Revision
Williams passed around the City of Seattle's Urban Forest Plan as an example of
nice formatting design for a forest plan. He would do the formatting if the group
agrees. Frank likes the concept of the Arcata Forest Plan as an example, though
Williams didn't like the layout of that one. Frank will look more at the veg and

fuels section. Seffinger is presenting a short section on the Forest Plan update in
her state of the City Parks address through the Parks Commission. Commissioners
need to send changes to Chambers and Williams will post them to the Google
Drive site.
D. City Lands Work Update: Winburn Report
Main presented the results of the implementation of the Winburn Plan, written
in 2007. Main estimated that up to 25 people on the commission have
contributed to this over the years. The City waited until the right opportunity
to implement the commercial thinning, which was 2013 and in conjunction
with the AFR project on neighboring USFS land with a grant from The Nature
Conservancy. The level of detail in the monitoring of treatments is
unparalleled. Main gave a summary of his write-up on the management
actions taken on the Winburn parcel in 2013. The paper is posted on the City
website under the Forest Lands Commission page.
Chambers mentioned two openings on the Firewise Commission.
