A RESOLUTION AMENDING THE FISCAL YEAR 2026 MISCELLANEOUS FEES
AND CHARGES SCHEDULE
RECITALS:
A. The City of Ashland sets its fees and charges by resolution; and,
B. The Fiscal Year 2026 Miscellaneous Fees and Charges Schedule was adopted by
Resolution 2025-09 on May 20,2025, and amended by Resolution 2025-24 on July
15, 2025; and,
C. It is necessary to adjust the City's fees and charges schedule to include missing
information,provide clarification, and update certain fees.
THE CITY OF ASHLAND HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The amendments reflected as attached in Exhibit A—Municipal Court Fees,
Exhibit B—Clarifications to Research Fee, and Exhibit C—Fees for Pioneer Hall and
Community Center are hereby incorporated into the adopted Fiscal Year 2026 Miscellaneous
Fees and Charges Schedule.
SECTION 2. This resolution is effective upon adoption.
This resolution was duly PASSED and ADOPTED this day of

Nothing in this document is intended to detract from the inherent power of the Court pursuant to
general law to impose fees and charges established in state law or city ordinance in addition to the
fees and charges specified herein.
Exhibit B
Research Fee
A. The City will charge a research fee based on the average of hourly wages from the various salary schedules.For the fiscal year2023
2026, the hourly research fee will be$58.00,billed in 15-minutes increments. The fee is calculated using the hourly wage,excluding the
cost of benefits.
The City will establish a fee in its annual fee resolution that is reasonably calculated to reimburse the City for the cost of making public
records available, including locating the requested records, reviewing the records to delete exempt material, redacting protected
information, supervising a person's inspection of original documents to protect the integrity of the records, compiling,or tailoring a
record,to meet the person's request.
The City may charge for search time even if it fails to locate any records responsive to the requestor or if the records located are
subsequently determined to be exempt from disclosure. Copies of documents provided by a routine file search of 15-20 minutes or
less will be charged at a copy rate established in the annual fee resolution.
In accordance with Oregon Public Records Law (ORS 192.324-192.440), and to promote efficiency and cost recovery, requests
submitted by the same requester within 15 calendar days of a prior request will be considered a single request for the purpose of
calculating research fees.
B. The City may charge a fee to reimburse the costs associated with the time spent by the City Attorney in reviewing public records,
redactingexemptand non-exempt materials,and determining the application ofORS 192.505.
C. The minimum fee is$25. Any research estimate above$25 will be provided in writing to the requester in advance. The requester
must confirm in writing that they want the City to proceed with making records available before the work is done.
D. Prepayment is required if the amount of the request is greater than $25. If the actual charges are less than the prepayment, an
overpayment shall be refunded.
