If chief petitioners gather and file the required number of signatures,,the,initiative or referendum is, placed on the ballotfor voters,to adopt or reject., Thi's manual is intended to,provide,and describe an, overview of county,city and di'stri'a i'nitiative and referendum processes. In Oregon,, any person, acting i n divi dually or on belhalf of an,organization, may be a chief petitbner.
