A"Yes"vote amends the Ashland City Charter'. Article IX, Special Powers of the Council, as, f0flows:
Section 8,: Fees and Taxes: The City Council by maj"on'ty vote may fees, -tax es nc, or irease existing

fees or,taxes on a utility bill unrelated to the operat ion of-the utilities,. Notwithstanding any other provision, no
'tax or increase will.be assessed imposed orcol. ected until at least-thirty('30) days following a such fee, .1
positive vote-to affirm by Ashland voters at the next regularly scheduled election.
This citizen-initiated p�etition would require voter ap�proval before the City ,can implement new or increased

The initiative and referendum processes are methods of direct cle mil ocracy thot:allow people to propose or
amend local laws and charters or to adopt or reject an ordinance or other legislative enactment passed by a
local governing I .
If chief petitioners gather and file the required number of signatures,,the,initiative or referendum is, placed on
the ballotfor voters,to adopt or reject.,
Thi's manual is intended to,provide,and describe an, overview of county,city and di'stri'a i'nitiative and
referendum processes. Exceptfor the ballot title requirements and other mandatory state laws, some of the
processes d is u ssed 'fo r,cou nti es a nd cities may be su pe r'seded by I oca I c ha rte r's o r ord i n a n ces. Checkwit In you r,
local electi'ons off icial for,applicable charter or,ordinance provisions.
Some special districts do not allow for initiative,or referendurn process. Check with,your district:to see if
citizens of the district:have the,ability to enact legislation and exercise the, over of initiative or
refer enduml for that',d istri c1t.
Desilgnating, it Petitioners
An initiative,or referendurn may have up to,three c1hief petitioners who are the individuals responsible for the
preparation and organization,of the, petition.
In Oregon,, any person, acting i n divi dually or on belhalf of an,organization, may be a chief petitbner.
Chilelf pet'libibners alre,reispo,nsfble for:
4 Filing the prospective petition,;,
4 designating whether petition circulators will be paid or unpaid,
4 establishing a petition committee prior to approval to,circulate,
4 edlucating and monitoring circulators,
4 collecIting signatures- and
4 submitting signatures.
Once cover and signature sheets have been approved to circulate an i'n dividual c1hief petitioner cannotbe
removed or changed. Chief petitioners thatclie after the petition is approved to circulate will be removed
from the, petition. Before cover and signature sheets,are approved to circulate chief petitioners may be
added or removed from the petition,as long as one original chief petitioner remains,throughoutt1he entire
process. If all orilginal c1hief petitioners resign, the, petition is void and must be, re-filed.

Oregon campaign finance law may require c1hief petitioners to,set up a caimpaign account,file,a Statement of
Or ganization designating a treasurer and file, contribution and expenditure transactions with the,State Elections
Division.
