A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ASHLAND, OREGON,
EXTENDING THE PILOT PROGRAM FOR PORTABLE BUSINESS SIGNS IN
COMMERCIAL ZONES
RECITALS:
A. It is the intent of AMC 18.4.7 Signs, Site Development and Design Standards, to
"recognize the important function of signs and the need to safeguard and enhance the
economic and aesthetic values in the City through regulation of such factors as size,
number, location, illumination, construction, and maintenance of signs;"
B. AMC 18.4.7 prohibits portable business signs for businesses with permanent ground
signs and prohibits the placement of portable business signs on publicly owned right-of-
way(AMC 18.4.7.070;AMC 18.4.7.080);
C. Ashland City Council adopted Resolution 2024-29, directing staff to design and
implement a pilot program to temporarily suspend enforcement of portable business signs
in commercial zones;
D. City staff designed and implemented the pilot program, which terminates November 30,
2025;
E. It is the intent of the Ashland City Council to extend the pilot program to allow enough
time to consider code amendments related to portable signs.
THE CITY OF ASHLAND HEREBY RESOLVES AS FOLLOWS:
SECTION 1. Ashland City Council directs the City Manager to extend the pilot program that
suspends enforcement of portable signs for businesses in commercial areas, provided that:
A. The pilot program lasts no longer than an additional nine (9)months from its original
termination date;
B. The pilot program does not interfere with pedestrian access,public parking, bicycle or
vehicle travel, or intersection visibility;
C. The City reserves the right remove any portable sign placed under the pilot program that
the City deems a public safety hazard;
D. The pilot program does not include the display of merchandise in the public right of way.
SECTION 2. This resolution is effective upon adoption.
