from Reeder Reservoir
RECITALS
A. The City and Provider previously entered into a Goods and Services Agreement effective October
28, 2025 (the "Agreement"), for Water Rights Consulting Services, Flow Augmentation from Reeder
Reservoir.
B. The City and Provider now wish to amend the Agreement to increase the amount of compensation
to be paid to Provider.
AGREEMENT
NOW THEREFORE,in consideration of the mutual benefits and obligations set forth
herein, the parties agree as follows:
1. Amend Section 2 of the Agreement as follows,with strikeout wording deleted and
underscored wording added:
2.1 City shall pay Provider the sum of $10,720.00 ($ ,72 provided herein as full
compensation for the Work as specified in the SUPPORTING DOCUMENTS.
2.2 In no event shall Provider's total of all compensation and reimbursement under this
Agreement exceed the sum of $10,720.00 «40)_without the express, written
approval from the City official whose signature appears below, or such official's
successor in office. Provider expressly acknowledges that no other person has authority
to order or authorize additional Work which would cause this maximum sum to be
exceeded and that any authorization from the responsible official must be in
writing. Provider further acknowledges that any Work delivered, or expenses
incurred without authorization as provided herein is done at Provider's own risk and as a
volunteer without expectation of compensation or reimbursement.
2. This Amendment No. I is effective upon being signed by both parties.
3. Except as specifically modified by this Amendment No. 1, the terms and conditions of the
Agreement remain in full force and effect.

GSI Water Solutions, Inc. (GSI) is assisting the City of Ashland (City)with water rights consulting services
related to release and protection instream of stored water from Reeder Reservoir as thermal offset for
compliance with temperature limits in the City's NPDES permit. GSI is currently conducting this effort under
a contract with the City with an effective date of October 28, 2024.The budget under the contract is
$8,720.
The purpose of this amendment is to add additional budget of$2,000. GSI's original fee estimate was
$8,720, providing a total budget of$ 10,720.
GSI's scope of work under Task 1 is unchanged; additional budget is needed by GSI due to the
unanticipated complexity of the activities conducted to date under Task 1. Specifically, more effort than
anticipated was needed to communicate with the Oregon Water Resources Department (OWRD) regarding
mechanisms for temporarily protecting water instream, and developing revised alternatives based on
feedback from OWRD staff..
We understand that the City will issue an amendment to the current contract. Please let me know if you
