Call to Order  COMMITTEE MEMBERS- Mark Morrison, Sharon Dohrmann, Sidney Brown, Kip Barrett, Bryan Sohl, Gary Shaff  PRESENT: OPEN POSITIONS: 2  ABSENT: Jennie Christopherson  CITY COUNCIL: Bob Kaplan, Jeff Dahle  STAFF: Chad Woodward 2. Consent Agenda.  Minutes- Approved. o Motion to approve by Morrison, seconded by Barrett. Approved unanimously. 3. Updates/Announcements  Staff Update – Woodward: o Updated on launch of the Home Energy Score planned for early January 2026. o Discussed implementing a proof-of-concept loan program with city conservation funds this spring.  Council Update – o Dahle shared that council would be discussing the disposition of surplus city property, there are some upcoming city code changes, and is having a special electric rates study session the following week. o Kaplan shared that council would revisit the natural gas options in April to discuss using a right of way ordinance versus franchise agreement moving forward. 4. Old Business  Gas Powered Lawn and Garden Equipment: o The group discussed the gas-powered lawn and garden equipment proposal, (a revised three-phase plan that includes education, incentives, and potential ordinance adoption with phased timelines for different equipment types and property sizes). Extensive discussion ensued about implementation timelines and whether to include the ordinance phase. CEPAC ultimately voted to forward a modified version to City Council that removes Phase 2A and adjusts Phase 3 dates to 2028 and 2029, with the understanding that council liaisons will request it be placed on a future City Council agenda for consideration. The following is the chain of motions and votes:  Motion by Brown and second by Morrisson. CPAC vote to forward the gas-powered lawn and garden equipment recommendation dated 12-10-2025 to the Ashland City Council for adoption and implementation.  Discussion on the motion.  Amendment to the motion by Barrett to remove phase 3 from the proposal and part a of Phase 1.  Brown withdraws motions.  Motion to remove part a of phase 1 of the proposal by Barrett, seconded by Morrison. o Vote unanimously approved.  Motion by Shaff and seconded by Sohl. CPAC vote to forward the gas-powered lawn and garden equipment recommendation dated 12-10-2025, with the deletion of phase 2 item a, to the Ashland City Council for their considerate adoption and implementation.  Amendment on the motion by Barrett to remove Phase 3. Seconded by Morrison.  Motion to strike phase 3 failed by a vote of 4-2 (Barret and Morrison voted to pass).  Amendment on Motion by Sohl, seconded by Dorhman. Move the dates in Phase 3 of the proposal for the community back by one year each to 2028 from 2027 and to 2029 from 2028.  Motion to change dates passes 5-1 (Barrett voted to oppose).  Amendment on motion by Morrison and seconded by Sohl. To move citywide operations ahead of community timelines, with the city deadline in phase 3 being 2028, blowers and blowers and weed whackers by 2029, and push behind mowers by 2030. (This motion incorporates the previous motion to strike Phase 1 part a of the proposal). As amended, with the dates in Phase 3 of the proposal for the community moved back by one year each to 2028 from 2027 and to 2029 from 2028.  Motion passes 4-2 (Barrett and Morrison oppose).  CEPAC Work Plan Schedule for 2026 o The committee also works on developing a Gantt chart for their 2026 work plan, assigning tentative timeframes and champions for priority items. The chart below reproduces a chart drawn on the whiteboard during the meeting highlighting consensus on how to schedule the year. 5. Adjourn-6:00 pm
