RE: Implications of Reversionary Interest in Deed to City Hall
In 1884, John R. Helman and Mary Helman (wife) deeded a parcel of land to the City of Ashland on the
conditional basis that the land would be used as a public square/plaza and also for the construction of a town hall
with a jail. The parcel of land was described in the deed as being bound by city blocks 1, 2, 3, and the Ashland
Mill Property, as shown on the original City Map. An attempted delineation of the parcel is provided on the
following page, both in its original context and in the context of current property lines.
The deed to the property stipulated that, should the City ever discontinue to use the property for the purposes
identified therein (namely, a plaza and a town hall with a jail), the property would revert to the Helman family.
